Spacui to Tlu Whit* Pisa SaQ? I’m. The War in Europe! PARTICULARS FROM WOERTH! The Carde Mobile Massing for the Front! FOREIGN NEWS. Mtw loRK, August I I. fCable to Herald ] A l^ondoti correspondent of The New York Herald, who was present at the battle of Woerth, telegraphs the follow ing from Carlsrnhe: Tho French official accounts of the battle of Woerth are wholly untrue. Mc Mahou was completely routed. The French abandoned everything, and fled; leaving behind tbeir killed, wounded and prisoners, numbering 20,000, out of 50, ooo engaged. The French held strong positions, but tho Prussians tired with terrible precision—the French very badly. Iloth sides fought desjMrately. Fiually, lhe French gave way in a panic. The accounts representing Strasbourg still in communication with Nancy are untrue. Strasbourg bus been completely besieged since Monday, and the gates are shut. Heavy artillery is now on the way to the Prussians. A stout leaistunce is expected. The Crown Prince is vigorously pursu ing McMahon, and another engagement is expected. It is believed the object of the Prus sians is to get between Metz and Peris. [Cable to Tribune. | Our special dispatch from Paris, 10th. evening, savh the new Cabinet means strong measures against Paris, as well as Prussia. Another reverse, and the Em peror is gone. Coufideuee is utterly destroyed. Humors of battles arc thing around Paris, but no official news received. The French are being massed rapidly, and reinforced; and within u lew days Paris will be almost denuded of young men. Tho popular devotion is for tip* Coun try, and no longer for the dynasty. F.vi rything looks to-day as if auOrleanist or a Republic would succeed the Em peror. Paris, August 11. Figaro says a physician just returned from the front reports that even the Prussians acknowledge the superiority of tho French guns. Nearly all the French soldiers are wounded in the legs and feet, while in the battle of Woerth the loss of the Prussians in killed and mortally wounded was immense—owing to the hmger range of the Chasaepot. These facts make a strong impression on the soldiers. The same gentleman says French wonnded were taken by Prus sians into their ambulances, and treated with the utmost care and kindness; and that the ambulance service of the enemy is perfectly organized. Carriers reports Mcnnoti Garibaldi at Milan, inciting popular demonstrations against France, to prevent the Flench sympathizers of the Italian Government taking a practical form. The new Ministers took the oath of office last night at the Tuilerics. Prince d’Auvergne only was absent, and will not lie hero until next week. Meantime the duties of Minister of Foreign Affairs will be performed by Paliuko. The Ministers of War and Interior have taken prompt measures to insure the effectiveness of the Administration in their respective departments. i iw Minister oi r»ar is collecting arms and ammunition of all kinds, and send ing them to the field. Is also preparing to arm and equip the National Guard. Gen. Trocher will command the army formed of men the law just voted calls into service. To this force will be spe cially confided the dcfeuse of the capi tal. Bodies of the Garde Mobile from the provinces have commenced to pour into the eitv, on their wav to the front. People crowd the sidewalks and win dows. and cheer them enthusiastically. The Liherto says the Princes have ad dressed a letter to the Minister of War, asking service in the French army. The Minister of Foreign Affairs has re ceived #10,000 from French residents of S.m Francisco for families of killed and wounded. Pains (Midnight), August 11. The Prefect of the Upper Rhine, in a dispatch to the Minister of the Interior, dated Colmar, 10:15 this foretioon, says there has been no movement on the banks of the Rhine this morning. (lanlers says Palaki has prepared a decree which lie will submit to the Em peror, ordering all Germans r< siding in Paris to quit French soil within twelve hours after receiving notice to that effect; and all English correspondents returned front the front. They report they arc in great danger of being hanged by tin in habitants, who believe all foreigners Prussian spies, and threaten them with death. fHisrrllanrous.
