The steamboat Norwalk was rapidly steaming from Coney Island to the cjty with a thousand passengers on board, when she collided with a sloop. The shock was extremely violent, shaking the steamer from stem to stern and caus ing a frightful panic among the passen ger*. Several were knocked into the water—among them 2 children, who fell from their mothers' arm*. It i* sup posed at least 8 lives were loaf, but neither the names nor the numl**r of lost can be ascertained. A tug boat came to the rescue, but picked up only 2 men. The Norwalk was found to be seriously damaged. Her wheelhouse was carried away, and a large hole was made iu her side, through which the water was pouring into the hold. The tug boat took her in tow and reached Atlantic Dock. Brooklyn, just in time to discharge all the passengers before the steamer went down. FOREIGN NEWS. London. August 12. The investment of Ktrasburg by Ger man troops is confirmed. The presence of Napoleon at the bat tle of Woerth is positively confirmed. It is said the Prussians largely out numbered the French in every engage ment. The French claim that at Weissen burg HO,000 French checked HO,000 Ger mans, with 12 guns, for four hours—the former losing 4,000 men, while the ene my lost 10,000. They also assert that McMahon, at Froschville, had only 40, (hh» men against 00,000 Germans; yet Ih*- French only yielded when 100,000 more Germans were hurled upon them. The Crown Prince promises to release all newspaper correspondents taken in the field. Prince de Auvergne is about to re turn to France; hut The Patrie says he has declined the Ministry of Foreign Affairs. The Cologne Gazette prints the out lines of another treaty .proposed by Count Benedetto to Bisiuarek in 1800. It stipulates that the territorial lines of 1814 shall he re established; that Prussia shall support France in the recovery of the left hank of the Rhine from Hesse and Bavaria, and that the guarantee given by the German Confederation in favor of the neutrality of Luxemburg and tho Netherlands shall he annulled. The Gazette adds that Beuedette repre sented that these proposals emanated from the Emperor at Vichy in 1 Ki;f». (Cable to Tribune.1 London, August 12. Our special correspondent from Paris, Thursday, writes that scraps of news about the recent defeats are permitted to ho printed at Rcnecheffe. The soldiers had no cartridges left; lmd been without any for an hour, and had made repeated bayonet charges. Tim Prussians mowed them down in masses. Ammunition was on its way. but the wagons bringing it were stopped at a stntiou near the bat tlefield by explosion of bombs from the Prussians. Prussian spya had signaled the train to their friends. Prussian armies are reported pene trating France in three grand divisions, by way of Forbach or Metz; by Weisten* burg, and by Mulhouse. They evidently intend crosring the Vosges and making for Nancy. The first thing Prussia did was to cut the telegraph lines and railway between Ktrasburg mid St. Auvergne—the key of the Vosges—and if the Prussians are really there, as there seems to be no doubt, the eastern gateway of France is thrown wide open. Rnarbruok is of course abandoned. French soldiers and officers ore furious at the want of organization. On the tith instant no coffeo was dis tributed until 0 at night. The soldiers fought fasting, and after the battle there, was no distribution of lood for fenr days. The soldiers lived upon potatoes gathered from neighbor ing fields. Pares, August 12—Noon. The Tribune's special communication with Ktrasburg is interrupted. The Prussians are massed around the city. The Emperor is at Metz. Paris is tran quil. No important disturbances have occurred, though turbulent groups con tinually form. The Corps Legislatif is still surrounded by troops, including 4,000 regular cuirassiers and marines, supported by the Paris Garde and Na | tional Garde. No one is allowed to pass | without a permit, and even lueimxrs i with difficulty make their way. Several have been stopped. It is difficult to uu i derstand why there are such precautions, | uuIchh it is intended to prevent a populur invasion of the chamber, as in days of j the convention. Nevertheless the crowd gathers daily and the troops charge on i them. False alarms continually arise. The irritation against the Emperor and the old administration increases daily. Never was there such a breakdown of Deputies and Ministers. They are in utter confusion. The new Cabinet lias everything to re organize. The veterbortion in forma tion of the new- Ministry lasted a whole night nnd late the next morning. There were lit rejections before the list was finally complete. Official information about the recent losses is still withheld, and Paris is ex asperated by bad faith of the Govern ment, which had promised to give all the uews. While McMahon admits the loss of 15,000 out of 18,000 [?] men en gaged, Froissard'a losses at Kaarbrut ken are wholly unknown. Instead of intel ligence of war, the Government tele graphs from Metz that showers fell last night. Marshal Canrobert arrived in Paris on Thursday, to replace M. d’Hilliers, who goes to Tours. Gen. Traoher takes Canrobert * corps. Tracher was offered Minister of War, but refused, unless called to power by the Corps Legislatif. The Secretary of Court of Paris de nies that Orleans Princes are in Paris. V[Ber*ld Cable.] Bkiu.in, August 12. It is roported to-day that a proclama tion is forthcoming which declares it is the intention of the Prussian forces to burn a French village for each place destroyed by the French fleets in the bombardment of German ports. The first Act of Parliament Authorizing the construction of a railroad in Great Hritain, contained the principle, some times supposed to be a new discovery, that railroads are really public roads, open to all who will use them with their own vehicles. The Act passed in I Hoi to incorporate the Surrey Iron Hailway Company, provided that the company was to build tin road and allow others to furnish rolling stork and transport mer chandise hy paying toll, as upon a canal or turnpike.
