The Journal Official© contains the fol lowing intelligence, which it is author ize! by the Government to give to the public: At the loginning of the war with Prussia, the Emperor received ad dresses from the Prince* of Algeria, who naked that they might Ire permitted to march and fight by the side of our troops, aud to open subscriptions for sufferers by the war. The Empress Regent, on report of Keeper of the Seals, has commuted and reduced the sentenco of 1041 convicts, now confined iu all kinds of peniten tiaries ill France and beyond the sea. The Imperial clemency is applied espe cially to those cases where uniform good conduct has been shown by prisoners aa a claim to indulgence. One of the public journals of this city still presumes to doubt that real work is going on for the armament and defense of Paris. Although it may be an act of treason to speak thus in the fare of the enemy, such insinuations impose the necessity of a reply. All the material necessary for the armament of Paris is m Paris itself. More than tioo cannon are already mounted on the walls of those forts w hich are likely to be first threatened with nttuck, and the work of placing other pieces in position continues without interruption, day and night. Yesterday 7,500 workmen were engaged cutting oft' streets leading into Paris. This work has 1m en completed, aud nothing remains hut to close up the "p» riings in the walls aud place draw bridges in position. Thousands of la borers are occupied outside the walls on earthworks, mines and ditehes. with which to connect mid complete the net work of fortifications around the capital. These facts atid figures we are obliged to give, in order to reply to all the per fidious and erroneous insinuations, and to restore the confidence of our good citizens. If such question should he re newed, their authors will have to answer for their conduct before a council of war where they will he subject to all the consequences of law; for these are hours when justice can not he permitted t«» sleep. Public opinion of Europe does justice to the heroic courage of our sol diers and the energy with which the whole Nation rises, as one man, prepared to repair unexpected reverses. Our ene- j inies counted on party division, which would have been treason to the national cause. The patriotism of the Chambers and the Country has disappointed their calculations. In the Corps Legislatit, , the Ridtit and Left rival each other in tin ir energy to push to the last limit of vigor the spirit of devotion to Franco. The Ministry finds it has the active aud loyal co-operation of the country repre sentatives. The position of 10th August will distinguish that day as nimuig the in"st notable in our parliamentary nn iials. Never has the nation acted under a sentiment more elevated. This atti tude of the Chambers is both encourage ment and recompense for the troops for the whole Nation is beside them. ^ Loxdom, August 14 Advices from Metz state that the French army has l»eeii withdrawn to the west hank of the Moselle. McMahon is at Tout, 1*2 miles west of Nancy. The evacuation «»f Metz is considered certain. The Prussians count on starving out the defenders of Strasburg. without re- ' course to bombardment. Klkphants in Srm.itM, Tim immense elephants which ar ■ tound imbedded iu the ion ami frozen soil of Siberia, and which live d in times when gigantic ani mals of many kinds roamed the earth, are found in n most wonderful stateof pre servation. Many of them do not present the slightest appearance of decay. Not only the skeleton, but the flesh, the outer skin, the hair, and even the delicate structure of the eye, are no more changed, apparently, than if the animal had died but yesterday. The chemical condition of the body seems unaffected, notwith standing the thousands of years during which it hns lain in its icy sepulcher. Dogs and wolves flock from miles distant to the feast, whenever one of these ele phants is exhumed, ntixioua to devour the flesh of beasts perhaps contemporary with Adam.
