C. bhanks, Chairman of the Committee on Indian Affairs in the Housa of Iteptesentativcs, on the iubject of farad npnn the Got ernment and Indians by Indian claim agents, exhibits the grossest corruption. The fraud of Lntrupe, Cooper and Coch rane receires considerable prominence. The report of the committee makes a searching investigation, all of which is published at length. An exchange gives an interesting summing up of this report, but when that startling document is given to the country, the people will be enabled to form an opinion of the cor ruption which frequently attends the application of public money to the fulfill ment of treaties vith the Indians. The agreements made by Latrope with the Cherokee and Chickasaw delegates of ItWti, are published in the report, and upon these the committee express the following views: These agreements, though ostensibly with John H. IS. Latrope, are really fraudulently and conclusively made with Latrope, V. H. Cooper and J. D. Coch rane, who were to receive one-half, and the delegates of lHtiti of the Choctuws and Cbiekasaws respectively, who were in collision with Latrope, Cooper and Cochrane, were to have the other half of all moneys and fees provided for under the said agreement to be paid to Latrope. The separate pwties have re ceived their shares so far as collections are made. Latrojie was the representa tive rascal of the lot, as ho was at that time supposed to have more character than Cooper or Cochrane; and further, because Cochrane had another exhorbi- taut contract with the ( hoctaws for thirty per cent, of their net proceeds, the claim then amounting, without in terest, to S2,0U,5(IO.(j. The fees of this amount would- have been $1124. UTh.25, and if any interest should be allowed on any part of the claim, the thirty per cent, would attach to that also; and also because Cooper, while United States agent to the Choctaws and Chick osaws in 18G1, became both traitor and defaulter, hence the use of Lutrope's name only as an attorney. Latrope was wiiling to prostitute his profession and collude with bis clients' agents to defraud his clients, the Choctaws and Cbieka saws, and divide with Cooper and Coch rane and the delegates of lHtiti, all of whom were his accomplices except Capt. Joues. Latrope was the proper person for such things, and, being well- sus tained by his coadjutors, has succeeded iu defrauding the Choctaws of $10U,U(KI and the Chicknsaws of &2U.820.U7, which it is the duty of the United States Govern ment to urge him and his accomplices to refund to these nations respectively. DIVORCES. The facility with which divorces wore obtained in years gone by, and the fre quency of divorce suits, threatened to undermiue and destroy the sacred nature of the marriage tie. We are glad to mention, io this connection, that the new divorce luw in Indiana makes it much more difficult to sunder the bonds of matrimony than it uso to be iu the old times. Formerly, a husband was afraid to go on a shooting excursion for a week, least he should find the wife of his bosom belonging to some other fellow when he came back; and a wife hardly dared pay a visit to her dear mamma, least on her return home she should find some "horrid creature" installed in her place. Now, where a divorce has been obtained by publication of notice, and judgment has been rendered in the absence of the defendant, the latter can re-open the question any time within two years, and may apply lor a reversal of judgment or for alimony, or for the custody of chil dren. Furthermore, the party obtaining the divorce must await until two years expire before he or she can many again. Finally, the list of causes for which separation a vinculo matrimonii may be granted, is considerably shortened. Califoiinia Legislature. As the Legislature to bo choseu in September will have the election of a successor to Senator Casserly, the political status of the hold-over Senators is a matter of in terest to Calif ornians. Since the adjournment of the last Leg islature, David B. Boucher, a Republican hold-over Senator from Butte couuty, has died, and the vacnucy will be filled at the general election, making twenty one Senators to be elected at that time. So the Republicans have a majority of seven to start with. Why? -Why can't Salt Lake have a stock exchanpe as well as San Francisco? We are not disposed to growl, but we can't see any uso in paying a big per centage to the brokers when we want a few shur. s of miuiug stocks, neither do we relish the idea of haviug to wait a couple of weeks after the order is given before we know whether the stock has been procured for us or not. Salt Lake mining stock dealers do not look upon the .San Francisco Exchange with the greatest favor, nor do they place implicit confi dence iu some of those individuals who have the most to do with its business transactions. Then why can't we have an exchange of our owu home capital to run the institution, and home mines to place on the market? Who will be first in the field, and as we are bound to have one sooner or later, why not now? Salt Lake Journal. We apprehend that capital sufficient is lacking for such an undertaking. During the visit of the Queen to the Jewish Almshouses at the'Hauguc, her Majesty was graciously pleased to accept a beautiful album, containing the prayer for the Royal Family in Hebrew and Dutch. At the request of the Queen, the ark in the synagogue attached to the asylum was opened, and a portion of the Law was read from a Scroll by one of tne directors of the institution. The express train for West New York on the Central Railroad, due here at 5 p. ni. yesterday, md. into a freight train on the side track, a mile west of this city, and demolished several freight cars and the engine of the passenger train, killing Robert Uaniniil and seriously injuring J. T. Shycks, the braksman of the freight train ; also injuring the f re man and engineer of the passenger train. New YoBi, June 24. The indictment against Thomas Cow an for bribery is set forth in three ac counts charging him with putting in a former warrant fur $55,CC4.53, knowing it to le a false warrant, as the work had not been done, and in consideration of five per cent, of the amount he certified against Morris W. Roe and Peter Mona ban for felouy. He charged them with obtaining signatures, to the written in strument by means of false pretences, and by placing the signature of Mayor, A. Oakey Hall, to a county warrant for furnishing .the stationery, etc., to the office of the Receiver of Taxes. They were each bailed in $5,000. l'hineas Cokingsland is charged with forging three bills on the Broadway National Bank, one for $12,982 and an other for f 25,t!('.3, and the remaining one fr $.13,063 on the 4th of January, 1871. The bills purported to be signed by Richard Connelly, Comptroller, and countersigned by A. Oakey Hall, and Joseph I'.. Young, Clerk of the Super visors. Twelve jurors have been obtained in the Walworth easp. The Board of Health this evening listened to a report upon the approach of cholera, aud resolved to increase the disinfection cnrps. The funeral of Lewis Tappan was largely attended at Plymouth Church, Brooklyn, to-day. Beecher officiated. Coi.uMM.-g, Ohio, June 21. The Supreme Court to-day unanimous ly decided that the Constitution of Ohio does not enjoin or require religions in structions or the reading of religious books iu the public schools of the State, the Legislature having placed the man agement of the public schools under the exclusive control of the Directors, Trus tees aud Board of Education. The Courts have no rightful authority to in terfere by directing what instruction shall be given or what books shall be read therein. Judge Greene, of the Common Pleas Court, to-day decided that so much of the Sunday ordinance as affixed penal ties for keeping open saloons for the sale of spirituous liquors on Sunday is ralid, aud so much thereof as affixed penalties for keeping open on that day a saloon or other place for the purpose of selling Ohio wine, cider, beer, porter, soda water and confectionary, for the sale thereof, is held to be void. St. Locis, June 21. An attempt was mado on Saturday last by a band of desperadoes to rob the store of Mrs. Roddy, at Burlington. Roddy resisted and shot and killed two of the band named Joseph Backus and Thomas Jefferson, aud clubbed another with his gun so badly that he cannot live. New YonK, Jano 24. The billiard game was resumed at Irving Hall this evening. The contest ants were Albert Gamier and Joseph Diou. The first call of the score gave Gamier 112, Dion 50. At the end of the 21st inning the game stood: Gamier INC, Dion 105. In the subsequent in ning Gamier, by some of the most brilliant playing ever witnessed here, made 8(i points and in the 25th inning ran out. The game score was: Gamier 300, Dion 1 30. Before the game Dion was the favorite two to one. The fourth game of the tournament was played to night betweeD Cyrille Dion and Joseph Diou. The game was devoid of any par ticular interest, with the exception of several brilliant shots by Joseph Dion, who seemej to play as if he was rather careless about winning the game. The score stood at the 44th inning: Joseph Diou 215, Cyrille 222. In the 5tth inning Cyrille finished the third hundred, winning the game Joseph's score stand ing at 235. The fifth game was between Francis Ubassy and John Deery. In banking for the lead the balls were so nearly on a line that it was impossible to tell to whom it belonged. Ubassy set down and waived his hand to Deery to proceed, which be did. On the first inning neither scored. Deery did not score in the second, but Ubassy, by a masterly stroke, got the balls in position, and then followed Borne billiards the like of which was never before seen in New York, he making a run of 98 and then stopping up on a cushion shot. While Ubassy was playing there was intense excitement in the hall, the audi ence cheering and stamping at every shot above 50, and when he passed 80 the hall shook with the stamping of the audience, which was kept up about two minutes. In the 11th inning Deery made a run of 40; Ubassy followed with a run of 42 the score standing: Ubassy 210, Deery 110. In the 15th inning Deery got the balls together on the lower cushiou, and by some of the finest nurs ing shown in the tournament up to this time, added 79 to his score turning the right corner four times during his run. In the 15th inning Ubassy added a run of 27 to his score, aud ran the game out in the 17th inning Deery's score stand ing 205. Mr. Diggles also reports that two armed Mod oca came to Anderson 'a place on the Klamath from the mountains this morn ing, got some floor and went back. Salem, Or., June 25. The two wanked men who killed the foui Modoc prisoners not haviug been identified, Governor Grover has given directions for a searching examination to be made in order to bring the offenders to justice. Sax FsAM-bco, June 25. The dividends paid by local incorpo rations thus fur in 1873, less than six months, aggregate 1 10,476,317. Of thia sum $7,414,181 was paid by mining companies, $2,280,406 by banks, and most of the rest by gas, water, coal, and insurance companies. This showing of dividends is about 35 per cent, greater than for the corresponding period in 1872. The British steamer Galley of Lome, 2C days from Hongkong, arrived ut this port last night. She brings U1 Chinese passengers. One of the Maretta Sisters, of the New York Circus, fell from a trapeze last night, a distance of about 20 feet, hurt ing her spine and spraining or breaking one ankle. A special meeting of the Board of Su pervisors was called for this afternoon to consider the usual Fourth of July appro priation. But after waiting gome time without any prospect of a quorum, the Supervisors present adjourned until Monday evening next. William Roach, aged 28 years, a native of Ireland, single aud a laborer, who came to this State five years ago, was found to be insane to-day and committed to the Stockton Asylum. Financial troubles have compelled Par ker, Wuttson i Co., tobacconists, to call a meeting of creditors. The liabilities of the firm are reported at about $140, 000, and the cause of suspension is at tributed to unprofitable outside invest ments of the junior member. It is thought an extension will be granted. I. C. Woods, who, 20 years ago, as a member of the banking firm of Adams & Co., was a mighty power in the land, was sued to-day by J. and R. Smith for $119.50 for hack hire and board for his horse. The programme for the holiday ad journment of the San Francisco Stock Board if as follows: The whole list will be called next Wednesday, when the Board will adjourn to thefollowingTueg day, at 11 a, m., giving members a holi day of nearly a week. Ybeka, June 25. Col. Elliott, of the First Cavalry, and Maj. Curtis, Judge Advocate, arrived here lust night, and will proceed to Fort Klamath this evening. Col. Elliott will be the senior officer in the Military Com mission to try the Modocs, as Col. Rob ert Granger, of the Twenty-first Infan try, has been excused on account of ill ness. The Commission will not proba bly get to work until after the 4th of July, aud it is thought it will take about six weeks to conclude their labors. In the meantime it is probable that Col. Mason's battalion, with Capt, Miller's battery, will march to Vancouver. Pacific Coast. Ybeka, June 25. H. J. Diggles has arrived from Fort Klamath, having left there yeaterday morning. Ho reports all quiet at the Fort. All the troops, exoept Menderhall'i com mand, were at the Peninsula. The troops are all in good health and spirit!. London, June 21 A Constantinople Bpecial dispatch gays a treaty has been concluded between the Khedive and the Sultan (or mutual pro tection, by which the former, in case of the invasion of Turkey, agrees to pro vide 150,000 men. In the House of Commons today Hughs, under Secretary of the Coloniel Department, moved the second reading of the Canada loan guarantee bill. He explained that the money to be raised by loan has to be appropriated for the con struction of the Pacific railway. He praised the Canadian people for their public spirit and loyality, and denied that guarantees for the loan had been arranged for any political reasons in con nection with the treaty of Washington on the fishery question. Sir Charles Dilke denounced the vicious system of guaranteeing enterprises and works for which the colonies were not yet fit. He inserted that the guarantee of the bill under consideration was in the nature of a bribe. He pronounced the Central Pacific Railroad a gigantic Parliamentary job, and concluded by moving that the second reading be postponed for six months. After speeches for and against the bill by other members, Gladstone arose and rebutted the charges made by Sir Charles Dilko. The proposed quar antee, he said, had no connection what ever, with the treaty of Washington. Action on the bill had purposely been delayed until that treaty was settled. The object of the measure wag not to give Canada so much hush money, but to recognize the just demand she had on England in the Fenian raids on her ter ritory. Canada had suffered on Eng land's account, and Cauada bad elected to cancel the debt we owed her iu this way. The original motion for the second reading was then carried ty 117 to 15.
