They are to be strictly observed by consumers of Horsl Springs water: l. in ail cases oi non-payment of the water rent within three days alter presentation of bill, the supply will be cut off, and the water shall not again be let on, either for the present or any ' subsequent occupant, except upon the psymeut of the amount due, together with the sum of two dollars ; provided mat in oases oi specmo supplies, or for fractional parts of the month, where the water has been let on, it may be cut off immediately after notice given at the place that the rent is not paid, and maybe let ou again upon the condition before mentioned.
