The Board of County CoininisHionois passed the following order yesterday at their monthly meeting to wit: "The County Treamuer is herewith instructed not to draw, pay'or nse any monoy out of the Oenoral County Fund or any other apportioned fund in the Treasury, or any funds hereulter cowing in the Treasury out of the lax Jjevy ol 1875, into tho Bonds Interest Fund, but ia authorized to negotiate a Loan ut the rale of one half of one per cent for the purposes of paying said interest and the Conuly Treasurer is further in structed not to puv any of the iuterenl money now in tho Treasury until he has sufficient funds to pay all interest." The above order will bays the effect of putting the present issus of County scrip to very near par. By payinc the interest on the bonds all the funds even to the Judges Salary Fund is absorbed by this Interest Fund. Ipson, a young man who had bee in Panaca with a load of fish and was returning to Fangwitch with the proceeds, wag stopped by two men who on first coming up told hiui they were looking for a horse and wanted assistance. On getting out of tha wagon they covered him with their revolvers and told him to hand over his purse. Ho gave them a purse with a small amount in it and told them the bulk of his money was in the wagon. They started to find it and while engaged in ransaoking the wagon Ipson made a break for the timber and after secreting gome ninety dollars in small gold and silver took off his shoes nnd made tracks for shelter. The rob bers fallowed his traoks. found the money and returninR set the team adrift ana disappeared. He found his team some nve miles further on the next morning and returned to Panaca. No trace has yet been found of the thieves. There is no doubt in the minds of many citizens that this man is insane and a dangerous man to be allowed at large around Pioche; he should be ex amined by the proper medical men and if found to be so should be sent to the in sane asylum. Whilst away from Pioche he repeated bis beastly outrage in Spring Valley, so we learn, and was punished for it there, but a light punishment seems to have no efloct. Wo do not wish to be hard or state anything but facts in reference to bim, leaving the proper au thorities to deal with bim in the manner they see fit, bnt we think that bis quick removal or close confinement will be for the benefit of Pioche generally. If this is not done some outraged family man will be taking the law into his own bands. Thi 8taos Robbkbt. On Saturday night after the news of the stage robbery was reported at the eipre n offiae, W. E. Griffin Agent of Walla, Fargo i Co., along with officers Knerr and Kelly pro ceeded to the place, and succeeded in picking np a number of papers for the Kkoubd. A lot of jewelry belonging to It. Solomon was picked up by Mr. Grif fin together with some mail matter. He has received no advioeg as to the amount of coin if any in the box. OffloerMcKee visited the place on Sunday morning. Iu view of suoh an event the President will not transmit h message to Congress till Tuesdoy noon The document is longer than that of lasi year by about five printed pages iu docu ment form and contains npwards of 10. 000 words. The message will be tele graphed by the press of the country and the reports of tbe beads of departments, with the exception of that of the Secre tary of the Interior, which has been sent hence to be held for publication until the raesiwigo is sent to Congress. Colonel Rosada who oommanded the last expedition to Cuba in Uruguay made a report last night to the Association of Independencia de Cuba. The vessel was wholly unfit tor service and could attain ittle over a mile an hour, the supply of coal insufficient and provisions short. When they reached Cuba 9 men landed to reconnoiter but the place was so dan gerous to vessels it was impossible to land any part of the oargo or any goldiers. Meanwhile the Spanish authorities bad been informed and had to make the utmost speed to Jamaica. Tbe arms were inferior in quality. He blamed the agents here for neglect in fitting out the vessel. Miss Catherine E. Beeober has published another letter on tbe Brooklyn Scandal in which she Bays there is a sure and immediate remedy for the slander whioh has alike disgraoed Booklyn, some of the Congregational papers, and not less our oouutry and humanity. This remedy is the application of certain principles of common sense which regulate common people in all business affairs. The first and ohief is that in practical questions that whioh has tbe balance of evidence is to be assumed as truth established Moral charaoter is the highest kind of evidenoe and ciroulation of accusation oontrary to it and slander unleBS proved by tha balance of evidence, contradictory assertions by an accuser nullify his testimony. Writings are equally capable of two meanings and are to be interpreted so as to be consistent with the charaoter of the writer and his own declaration, Self aconsation of orimes oontrary to established charaoter that involve evil and no good are proof of temporary insanity or monomaniac. The ordinary customs of a family or a com munitv are to reculate decisions. The remedy for (his hideous outrage deoent society continues tho writer can bo immediately applied by olergy and editors, especially editors of religions papers maintaining these principles of common sense in the pulpit and by the press, for on applying these rules it will be found praotioally there is no evidenoe at all to support the aocusations against the alergyman and that the aoousor and all cironlating his accusations are guilty of slander. Chioaoo, Deo. 6. A Washington ipecial says the President's Cuban ideas have caused land disensoion by the cabinet, as this meeting will make the 3d that has been railed for its pecil consideration. The President thinks tbe atrocities in Cuba are occasioned by the Spanish punishment of insurgents, and ought to come to an end, but it ia a subject he will at present leave in the hands of Congress. It is undoubted that f Congress does notbiug the President will, provided that the Cuban atriicities continue, wait till Congress ia adjourned before he will attempt to dictate anything ou his own responsibility. At present this government has carried its point in securing the pledge of the Spauish government to observe the sixth article of the treaty of 1795 providing for the proper trial of Americans violating laws of the Spanish dominion. The prepara tions in the Navy Department is backing up the policy of tho govern ment towards Spain in Cuba. The Navy has been strengthened also as, if another Congress should see fit to rec ognize the bellig erenry of the Cnbana it will be necessary to make a showing on the sea. The President is very pro nounced iu his desire to have the Cuban troubles settled, but as Spain has thus far shown herself ready to concede our demands, many suggestions that wonld have been made by the President had tbe reverse proven true will be withheld. A historical epitome of tbe country for one hundred years of its history will occupy a very large portion of the message. Our relations with Spain will form oue, of the most inter esting ohapters of the Presidential dis course. The recent negotiations will be Btated at length, showing tbe direct ques tions growing out of the disturbed condi tion of affairs iu China. The Cuban questiou is the same as it always has been during Grant's lorui; the common school question, as outlined iu bis Des Moines Kpceeh, it elaborated upon. A dispatch from Campo says at 11 o'olock lust night a party of unknown men overpowered and tied the guard, took two Mexican prisoners out and hung them. The gen eral verdict here in this case is that it served them right, and it is thought to bn tbo only means of intimidating Mexi- can outlaws.
