To-day, the Electors chosen in the several States meet at the capitols of their respective States and vote for President and Vice-President of the United States for four years, from the 4th of March, next. The framers of the Constitution designed the electoral sys tem, with the view of giving the Elect ors, w ho were expected to be selected from the most capable citizens of the several States, entire control of the Presidential election. In the early days of the Republic, this idea was carried out, as there were no national political conventions held for nominating candi dates for President and Vice-President, the choice of these officers having been left exclusively with the Electors of the several States. Subsequently, national partisan conventions were held, in which the delegates selected candidates for the highest offices in the gift of the l>eople. At the recent Presidential election, t '.nere were four candidates in the field for President—Garfield (Republican), Hancock (Democrat), Weaver (Green backer), and Dow (Prohibitionist). Nineteen of the thirty-eight States of the Union elected Gai field Electors, and nineteen elected Hancock Electors. Neither Weaver nor Dow carried an electoral vote. Of the 369 electoral votes in the Union, the States carried by Garfield have 219, and those carried by Hancock, 156. Hancock loses one vote in California and gains one in Indi ana, leaving the total number of votes for each as stated. For the first time in the history o£ ^Nevada, its three electoral votes will be cist for a Democratic candidate for President. Heretofore, the State has elected a Democratic Governor and a Democratic Congressman, but the elect oral vote was always Republican. Under the provisions of law, the Elect ors must meet at the capitol of their respective States, on the first Wednes day of December, and vote, by distinct ballots, for President and Vice Presi dent, one of whom shall not be an in habitant of the same State with them selves. Having m^de lists of the num ber of votes cast, aud for whom given, they must sign, certify, seal up and transmit them by special messenger to the President of the Senate, at Wash ington. These votes are opened by the President of the Senate, on the second Wednesday in February, in the pres ence of the Senate and House of Repre sentatives,. in joint convention, and the person having the greatest number of votes for President and Vice-President are duly elected, if such number be a majority of the whole uumber of Elect ors chosen in the several States. THE STATE ELECTION. The State Board of Canvassers, as required by Law, met at the office of the Secretary of State in Carson on Monday, and canvassed the votes for Presidential Electors. They found that no returns had been received from Nye county, and no certificate had been re ooived from Lander county. In the returns from Elko county, McTarna han’s name appeared as McFarnahan, an l in the returns from Washoe countv, Grey’s name appeared as Gey, and Mor ton’s initials as E* E., instead of E. A. These irregularities were passed over, but the votes of Lander and Nye coun ties wore excluded* These counties gave an aggregate majority of 127 for Hancock. The counties carried by Hancock, with, tlnj majority which he received in each, are as follows: Churchill, 17; Douglas, 28; Elko, 104; Kameralda, 73; Humboldt, 22(5; Lin coln, 1G2; Storey, 388; Washoe, 72; White Pine, 43. Garfield carried Eureka county by 135 majority; Lynn by GO; and Ormsby by 172. Hancock’s official mujority in the State is 744, which with Lauder and Ny e counties makes it 871. Nearly all the tailings mills below the Comstock, in Storey, Lyon and Ormsby counties have been closed, and over two hundred men thrown out of em ployment. I J. E. Advices from Honolulu, by the steamer City of Sydney, describe the eruption of Manna Loa, now in pro gress, as one of the grandest ever wit nessed. It broke out November f>th. About G70 feet from the summit the crater is throwing two great streams of lava, one of which is 30 miles long, '200 yards wide and about ‘20 feet deep. Terrible explosions accompany its flow. Some fear is entertained for the safety of Hilo, although the flow seems turn ing in another direction. Jackson Ferguson, Supervisor of the Census of Nevada, has just completed the returns of this State. The olticial figures are not yet published. He in forms the Reno Cazette that the total population of Nevada is within a hun dred or two of 00,000, showing a general gain throughout the State over the last census. Contrary to expectation, Storey county has gained, having a present population of between 16,000 and 1,, OUO, an increase of about 4,500. Tire Mussel Slough, California, set tlers were placed on trial in the United States Circuit Court, at San Francisco, yesterday, Judges Lorenzo,Sawyer and Ogden Hoffman presiding,on indictments charging them with obstructing the United States Marshal in the discharge of his duty, and for conspiring to resist the United States Marshal in the exe cution of the process of law. DeLesseps says: “I have greater confidence in the Panama Canal than I had in the Suez. 'J lie Atlantic and Pacific breezes w ill mrke it tLxe healthi est region in the world. There are already excavators made which will ex cavate .'>00 cubic metres in an hour. Everything necessary is ready to start the work, and the co-oporation of Eng land alone will make the Canal a fact.” An intimate friend of the President elect says that Blaine came to Wash ington at the special request Of Garfield for a confidential conference. They breakfasted together at the latter’s.. There is little doubt that at this inters view Garfield tendered to Blaine first the position of Secretary of State, and second that of Secretary of the Treas ury, both of which Blaine declined. The President has completed his an nual message, but is apprehensive that if lie prints it at the olfice of the pub lic printer it will be given premature publication, as it was last year At Farmland, Indiana, Wm. The pariah priest of Baliurolte, Ire land, has received a letter, in which he is threatened, with instant death if Boycott is shot. The letter hears the Monoghan postmark.
