The Portland Oregonian, the big paper •of Oregon, takes issue with Senator Mitchell cn his bill in the Senate for the extension of the time for th-r construc tion cf ihe N- P. R. K. Mitchell -wants a railroad from Salt Lake to the Colum bia river and while he moves for a lVeh tenure of life to the X. P., he a.-ks it to shoulder the objections to another entire ly new scheme that is local and of no na tional importar.ee. The Oregonian sees that the move is impracticable and ar gues impartially and ably in behalf of the greater enterprise ar.d the one that is re garded as a national affair. The bill provides that the road between Umatil'a and Portland is to remain a common road for the use of both com panies upon terms to be fixed if neces sary by the arkritation of a commission to be appointed bv the President of the United States. It is provided ihat the extension and privilege. to be granted to the N. P. Co. by this bill shall be on the express condition tl at it shall in six months from the passage of the act com mence the construction of the road eith er at Portland or at some point between Umatilla and the mouth of Snake river, and construct and equip eastward in one year thereafter not less than forty and at least fifty miles each succeeding year un til completed. If these requirements are not complied with the Oregon corpora lion is t«# have the right to build the common road above referred to and be entitled to the aid now provided, by buil ding twenty miles within a 3*ear after three months' failure on part of the Pa cific road to commence it and twenty-five tnilcs anr.u.iily thereafter.. It looks as if the X. P. will have to build from both ends, which is all right and proper. But confound the Salt Lake scheme. northern branch of the X. Dakota people are becoming interested in the question whether Gov. Penning ton is to be re-appointed, and the fact that that question is pending is said to account for recent attacks upon the Gov ernor's character, which have resulted in criminal prosecutions for libel against two papers of the Territory. We are inclined to think that Governor Penning ton has faithfully and abiv filled his posi tion, and th.it lie deserves reappointment on that ground. Hcsides, he is one 01" the very lew-Territorial ofriccrs who has made his home in the Territory.
