IOWA LEGISLATURE. DesMoines, Feb. 16 —In the senate the following bills were introduced and refer red By Larabee, providing that husband and wife sign chattle mortgage to mike the same valid by Mitchell, relating to taxing property in cities of the second class, for road purposes by Gaylard, providing for the construction of fish ways and dams by Meyer, protecting holders of warehouse re ceipts by Woolson, making an appropria tions for Mount Pleasant insane hospital. Resolutions requesting congress to pro vide agricultural colleges with standard weights and measures was referred to the judiciary committee. Tbe bill reducing penalty on delinquent tirf to 1 per cent for three months, and two per cent thereafter, till sold, and reducintr penalty al tax pale from 20 per cent to 18 and a half, was considered, and alter di eu8Bioo passed. Tbe bill relating to representative dis tricts leaving ratio as at present came up and on third reading was passed. Members from tbe west portion of the state opposed 'lie bill as unfust to that section. The bill was also passed conferring on street commissioners the same power as road supervisors in regard to the enforce ment of the collection of whole tax. Reports were made for the visiting com mittee of the state hatching house and Anaraosa penitentiary. The senate adjourned. In the house the retrenchment conomit ee made a report on the hill cutting down the pay of Mate officers, cult io« all down mm 100 to 300 dollars. The Gomnvr and Secretary of the Terri tory Uncaged In a Factional Contra!. Cheyenne, Feb. 12.—The fight against Gov. Hoyi continues, and the charges made have been reiterated—to the belief of some, the chagrin of others, and the disgust of the large majority of citiiens. It la virtually a war between two factions of the republican party, with Gov. Hoyt tbe leader of one and Secretary A. Worth Spatea of the other. It is claimed that the latter began the fight by avowing that he had enough political influence to oast Hoyt and get Ine governorship for himself. J. P. C. Coulton, a member of the republican central com mittee, has made an affidavit stating that Spates approached him with tbe proposition that if be (Spates) succeeded in getting tbe governorship Coulton should be made secre tarv of the territory. Spates afterward made a similar promise to a fellow member of tbe lottery ring, being interested in the the great western lottery sebeme. A leg islative ticket was placed in nomination by the Spates wing of the republican party, and also by the Hoyt faction, the former being successful in the campaign, but failing to carry measures through the legislature for the protection of lottery in terests. Following the startling statements against the reputation of Gov. Hovt, Secre tary Spates is charged with disgraceful debaucheries and lustful practices. It is sta'ed that he has nightly visited the varie ty theatres and publicly shown intimacy with prostitutes of the lowest class. He is also charged with making occasional dis graceful exhibitions of himself, while in a beastly state of intoxication, by lying on bar room lunch tables in a state of unconciousness. It is expected that tbe Leader will make an attack upon tbe reputation of H. E Warren, territorial treasurer, to-morrow, in wbicb event tbe strife will become more embittered, and already threats have been made that per sonal violence will follow such an attack. Hoyt has but little to say in reference to he charges made against bim, but Is con fident that public sentiment is decidedly in bis favor.
