J. A. CAMPBELL. * Hy the Governor; llkh.man Glafckk,Sec’y of the Territory. THE CHEYENNE DITCH. This work was completed Monday Inst, ns far as the natural reservoir a mile above the business part of town. The water has commenced flowing, and by this time quite a large lake lias probably formed. We hope the work will not be suffered to stop at its pres ent stage. The propel’ way to take the water from the reservoir can best lie provided now. We are confident but few of the stockholders in the en-1 terpriso are willing to .see simply a! temporary and insufficient cluumel made, for present uses only, and which would be able to take only a small part of the water, from the upper jjoriion of the reservoir. Any expense in this makeshift endeavor, would be thrown away. Wliat we want is an assured supply of water which will last throughout the whole of the dry season. This enn only be secured by a channel 1 being provided which shall be sit uated so as to drain the reservoir en tirely, if necessary. Water should not be permitted to fill the reservoir to any extent until this channel i., i provided. It is easier to keep the water out now than to get it out if | (lik'd before the most important part of the work is done, to-ivit: the prop er outlet. Probably the best means of taking tho water out at a low eleva tion in the reservoir, would be first to run a channel In the form of an open ditch for a short distance, from near tho bottom level of the reser voir, until tho depth of earth to be removed became too much to be taken out profitably. From that point, a tunnel should be burrowed out and filled as the work progresses, with drain pipe, which can lie pro cured at moderate cost at -Omaha or east. But a short distance would need piping in this way, when the ojien ditch could be resumed ou the outside of the reservoir, with a prop er gate at its head. From thence, but little more than a few furrows with a plow would be needed to carry the water through every street of town. In the manner above indi cated is the only way to insure a plentiful supply of water the whole season through. This assured nnd almost every property holder will set out trees the coming spring, and in one season our town site bo made to assume an air of beauty. Let the work be done at once, and properly done, that people may have confi dence in its permanency and utility. Wo speak extoudediy upon this mat ter at this time, because we believe much of the prosperity of this place depends upon tho provision of this substantial means for beautifying our homes, and making the rcsidence of families bi ro desirable. It is u curious chemical fact that tho substances required to form com mon tablo salt arc both of them poi sonous—chlorine anil sodium. No one- can use either of these articles separately with safety, and'yet com bine them and they form a substance necessary to health and one found tqion every table. According to Prof. Horswood, of Cambridge, Mass., the top of the high tower which constitutes the Bunker lliil monument at OharleS towtunclitics toward the west in the morning, to tho north at midday, and toward the east in the nftornoun, These influences are duo to the ex panding influences'of the sun’s heat, as it warms in succession tho differ ent sides of the structure. Dr. Liebrieh, to whom wo owe chloral, lias discovered a ne\y anesthet ic, to which he has given the liameof llthylidc. Tliis substance is said to lie more rapid and equable in its ef fects than chloroform und Ims the furtlier merit that it does not inter fere with tho free and natural breath ing of the patient. As tlie effect of the application is stated to bo very transient, tho dose must lie repeated in a lengthened ojieration. CHEYENNE, WYOMING, TUESDAY, NOVEMBER 15, 1870. BY TELEGRAPH KEFORTICD EXPRESSLY TOR THE EVENING LEADER. NIGHT REPORT. r THE WAR. j French Situation at Orlrnn*. i French Naceeia nearOrtlienny ITXynnliccr V.m Dcr Tonn Whipped AgalOt ProgroM of RuwNlan Intimidation | England in a Ferment. London, Nov. 14.—A special tele- I gram was received from Tours by the World, to-day, as follows: The main body of the army of the Loire yesterday occupied a position extend ing along the line of Chateau Dun Hoad to St. Poravy Patay and Chc villy. The total loss of the Germans in the actions of the 7th, 9th and 10th, before Orleans, including 500 sick and wounded abandoned, aggregated 10,- 000 in killed, wounded and prisoners. Gen. Paladines is now executing a movement which is designed to out flank Gen. Von -Der Tonn’s right. V;;twau,i,k.s, Nov. 9.—The Ger forees have received scarcely any re inforcements since the fall of Metz, except the 17th and .’Mi divisions of Wurteniburgers, who were sent jvcstwp.nl soon after. A change of plans lias occurred i nt Lyons. An immediate attack on 1 the city in threatened by the Ger- j mans. The recent firing of the guns j of the encienta at Paris, show that j they have greater range than hither to supposed. The shells of these guns j yesterday reached nnd disabled the ! Gorman works beyond Villc d’Ave- ; ray. Gen. Troohu daily marches out | fifty or sixty battalions under the ! guns of Mont. Valerien, and the Prussians are hourly expecting him to make a groud sortie. London, Nov. 14.—A cable dis patch was received to-day by the Tribune, from Blois, under date of the 11th, which says that Orieaus was taken by Gen. Cathelincan’s troops, which first entered the town from the south, driving the Bava rians from the bridge which they de fended and which they lacked time to blow up as they intended. At Besacon, a determined fight occurred with large losses on both sides. The Prussians were beaten and their en trenchments stormed. They left 100 wagons, with provisions and forage. Martin Couins’ was the only battal ion there engaged. Prisoners are constantly arriving. Two guns and a number of caissons have arrived. Von Der Tonn’s carriage is llerr Von Dcr Tonn himself was nearly captured. The French were in great force. Thirty thousand from Bourges nttacked on the south and on the left bank, while the 10th nnd IGth corps attacked on the west side. The Bavarians were outnumbered aud lost their strongly fortified positions. A correspondent of the Tribune, writing from Bt. Petersburg on tho 9th, says an imperial order was issued on that date, dismissing, on unlim ited furlough, all soldiers who entered the army before the Ist of March, 1857. Much uneasiness exists in di plomatic circles. A feeling prevails that the government is about to make a declaration renouncing tho obliga tions of the treaty of Paris, and it is understood that if such be the case, the British ambassador will demand his passports. A World corespondent with Gari baldi, atArlon, telegraphedoii the loth that tho rapidity of Garibaldi’s move ments are inimitable. Iu forty-eight hours from tho order to quite Dale, his whole force was in possession of the department of Saone et Soil-. The first legion is now armed with beau tiful, new Spencer rifles, just arrived from tho United States. London, Nov. ]l,-»Unauthciitlcat eil dispatches from Blois and Tours contain confused accounts of another victory, obtained by Aurdles over Von der Tonn, noar Orthenay. These dispatches state that Von dor Tonn, being strengthened by reluforuemeiits, bad advanced from Tours southward along tho road leading via Chevilly nnd Orleans, but was attacked on the right flank with great impetuosity by Aurelles near Orthenay. Tho engage, nient resulted in the complete repulse of the Germans, and the capture or a large number of prisoners and twenty six guns, Agitation concerning Russias de signs increases. In the best informed circles it is believed there is imminent danger of a general European conflict. The Pali Mall Gazette .to-night de clares that the ministers do not mere ly lack true vision, but are occupied, to the exclusion of truth, with mis leading dreams. Two dangers con front England, the Alabama difieul ty and the eastern question The cir cumstances that lifted the latter to great importance made the former more formidable, because of tlie in creasing probability of there being a combination. Russia declares her design to grasp Turkey, and I’russia is ready to connive with and aid her. England is the only power to whom Turkey can look for aid, and is threatened with annihilation if she lifts a finger. A dispatch from Tours to-day say the movements of Gen. Aurelles are to Chartres oil one flank, and to Pitlii viers on the. other, with the view of surrounding Von der Tonnand Prince Albrecht before the arrival of die taehments of the late army of Metz. That portion of Aurelles’ army which defeated Von tier Tonn Wednesday, are still facing, but flanking move ments are executed by new troops, well supported by artillery. The junction of the right and left wings in rear of the Bavarians, will probably be completed to-day, although no pos itive news to that effect has been re ceived. Tours, Nov. 14.—Thematcrial ben efits of the butte near Colomiers are greater than nt first supposed. A number of Germans are now found hiding themselves in the woods and buildings. Several cannon were found that were abandoned during the re treat of the army. Many horses were taken. A French general, who neg lected to surround to woods as ordered, who allowed five thousand prisoners to escape who were ready to surren der, was dismissed the army. On the battlefield a number of colonels were promoted to generals. Toys! Toys! Toys! FOR THE MILLION. F.
