We very uuchtiuestion whether the great anniversary of our Nation's birth day was ever entered upon with a deeper feeling of patriotism with a holier veneration for those early fathers through whose saerifiees our liberty was secured or with a more united sentiment in regard to the true worth of that liberty. than will be felt and expressed to day by every loyal mar. remaining in these United States. The hum-4ruin way in which we have jogged along lor n-'arly a eery r 1 '..; Heady prosperity which has ever marked our course, as a Nation had, in a manner, dulled our sen-'e? t the full appreciation ot' the ben "fis conferred upon us by the. heroes and - i res of the revolution we had become un-mi- '.fu! of the blessings which our free insti-. tutions. under our glorious old confederacy vouchsafed to us. and our observances of our Nation's birth day have consequently, of late years, been (as a general thing) as unmean ing not to say politically irreverent a would be the rites of the Hindoos in their annual sacrifices to Bramah if offered to the true God of the christian. But the events of the past few months con sequent upon the secret plotting of traitors who tor years have been engaged in under mining the foundation of the government, has brought a "change over the spirit of cur dreams." The recollection of the tory bands in the dark days of our country's trials is re vived : new jealousies are aroused : a large arniv is found arrayed under trea a s-onable banner heretofore unknown in the land, and the obie' tof which is to subvert the govern menu, nullify existing laws, and render the acts f the glorious men of '"' a farce, and their names a by word and a reproach. Under these circumstances tke free won of the North, and the true friends of freedom throughout the Union, have placed themselves as a unit against this unhallowed revolution, and the treasonable designs of ambitious traitors. And thus it is, that throughout the land. whre but a few short months tince all was law and order: peace and security, the war note has been sounded, and we find three hundred thousand men in arras to set tle the question as to whether we are to have law and order, or security or any government whatever. The glorious uprising Jof the stout hearted and free thinking and acting -ens of the North is to us a comforting an swer to this question, and we doubt not that the gathering which we shall sea in Rutland to-morrov.- tie spirit which we shall see manifested, and the entire devo tion which we expect to see paid to the cause of liberty, law and order, will confirm us in our belief that though patriotism may. with us. heretofore have been caught napping it is now a vital principle among us. Intelligence has reached Washington, and is at edited by many there that, in consequence of the difference of opinion existing between .left' Davis, General Beauregard and General Lee ?s to the policy upon which the war shall be conducted. General Lee h is resigned bis command in the rebel army. The Sharp's Kill.; Company, at Hartford, are employing io men. and the innehinery is ran for l'i hour-: daily. A double set of hands issoon to be employed, who will work ten hours each. The company have made abent 3w stand of arms in the last month, an have o!d ' m i in the same time. fK. Li?ton. Wo would state for uhe benefit of the in this vicinity who wish to avail themselves ofthe services of Dr. Liston, that be will be in Rutland, at the Central Hose, from July 15th to the lsth inclusive The Doctor will be in Whitehall, at the Parke House, from the th t the lth of July. The citizens of Royalton, Bethel, Brain ree, Breokfield, and Randolph are to unite in celebrating the present Fourth of July at West Randolph lion. A. P. Ilunton is to be President of the day, and Rev. Manning of " Old South Church." Boston, is to be the VILLAGE CORPORATION MEETING. The adjourned meeting of the Village Corporation was held at Fireman's Hall, i the village of Rutland, on Monday, July 1st, 1861, and was called to order by J. C. Carr, Trustee. Luther Daniels was elected Mod erator pro tem. The Water Commissioners and Auditors submitted the following reports, which were acccepted and ordered to be re corded : The Water Commissioners beg leave to report, that they have received for water the year ending June 29th, 1861, $1883, 88, and that they have paid as follows, to wit : For expenses of taking care of the Aque duct, SI G9,9S. Paid into the Treasury for the interest on the Bonds, S95-i,0. Paid Kiehardsou being the ballance his due for laying t.,e branches in Green, Howe and Elm Streets, and the branch in Elon ville, 511,80. Paid for two of the ten year bonds, S 1 90,o. Error of one month in James Tajlor's Water account, 4 2 cents. Leaving a balance in our hands of fifty-seven dollars and sixty eight cents : twenty-eight dollars and fifty cents of which was receive 1 for water in Pleasant street, which is to lie. paid to Richardson towards laying the branch in that street, according to the vote of the Corporation for extending the works ; mak ing the actual balance in the Commissioners hands of 829,08. Your Commissioners know of no other debt against the Corporation lor water, ex cept a claim of the heirs of James Porter for damages lor the reservoir, which your Com missioners think ought to be settled, and they understand from the building committee of thef Aqueduct.that tins was to be left to Avery Billings, Geo. W. Chaplin and Henry Mussey, to settle ; also there is -n account against said estate for water of 4 :(.. All of which is respectfully submi ted. James Bakisktt. for Water Commissioners. We the undersigned, have examined Mr. Bairett's account its Water Commissioner, and find he has received dining the year ending Jul' 1, lSt'il, eighteen hundred and eighty-three dollars and eighty-eight cents, and has produced Treasurers receipts for sev enteen hundred and ninety-.-ix dollars and twenty cents, and M. S. Ri hard-on's receipt for thirty dollars on account ol Elm street branch, making a total o! i ightccn hundn d and twenty six dollars and twenty cents, and leaving a balance in hi- hands of fifty-seven dollars and sixty-eight cents. L'pon motion of Mr. Barrett, the aqueduct building'cpmmittee were instructed to settle the claim ofthe heirs of. fames Porter against the Village Corporation for land d images. Upon motion ot Mr. C. B. Mann, the fol lowing resolutions were adopted : ;s,)lrr. That the Auditors of this vear bo instructed to audit the accounts ot the Trus tee and Water Commissioners of last vear. and have it printed in detail, and have five hundred copies circulated to the legal voters ofthe village at their expense. .'-:.-''rv. Upon mot'oTi the meeting was di.-so!ved. A special meeting ot the Village Corpora tion was held at the same time and place, and L. Daniels was elected Mo 1 erator pro tem. The following additions to the By-Laws were adopted Sec 1. The Chief Engineer and in his absence the Assistant Engineer, and in the absence of both, the Fire Warden who shall first be on the ground, shall have, oh the oc casion of any fire in the village, the entire charge and control of all engines, hose, hooks, ladders ad other apparatus, and ot all tire companies and other persons present at such fire, for the purpose of extinguishing such fire and preventing its extension. Skc. 2 The said Engineers and Fire Wardens when on duty shall wear conspic uously on their persons a badge of office with their respective rank inscribed thereon, with out which no person shall be bound to oby their directions. Skc. 8. The board of Fire Wardens shall have direct and entire charge and control of' lull apparatus and other property pertaining to the Fire Department, except tiie engines and all appurtenances thereunto belonging which iay be in charge of organize Engine Companies : such property being under the immediate control of' the Prudential Com mittee ofthe Company by whom it is used, who shall be accountable to the board for the safe keeping and elective working condition of the same. Skc. 1. The Chief Engineer, and in his adsence the Assistant Engineer, shall inspect the entire fire department of said Village semi-annually at such time and place as he may order. Skc. 5. It sha'l b the duty of the Fore man of each company to report to the Chief Engineer, at least semi-annually, the condi tion of all the apparatus and other property pertaining to the fire department which may be under his charge ; and (he Chief' Engineer shall report at the annua! meeting of the Vil lage Corporation the number of fires t!i it have o:cui're 1 during (he year, (heir pro ia'ile au-e. their results and the. actual working condition which aii the property in charge and under the control ofthe tire department mav be in. on the day ofthe annual meeting. L'pon motion of' Mr. II. G. Litchfield, the Wator Commissioners were instructed to pay over all moneys collected into the Treasury and draw orders on the Treasurer for their expenses, provided they may receive coupons ofthe Village Bmdsjfor Water rents. ErJJ" The Festival of" the, ladies of' the Baptist Society spoken of in our last, and which is to be held at the store lately occu pied by Mr. J. M. Haven, will be opened on the s oraing of the Fourth and continue throughout the day. We have received an anonymous commu nication from Ira, written in an apparent strain of pleasantry tut which betrays, as we think, a feeling of jealousy, and dis closes the fact that the writer evidently does not "take the papers." He seems to bo considerably exercised from the fact that his town was not as he supposed remember din the appointments of officers for our celt bration to-morrow and intimates that in cortsequenee her people will not join with us in tne celebration.
