J Jo Jits LxctUene;i hrastus Fairbanks, Governor of' Vermont. Sir: Yours of the 10th, relative to Sur geon and Surgeon's mate, is received. I have been in the same mess with them since we first occupied WiMard's Hotel, which was about the 2!th of Mav, and have seen the prefer tlie f Surgeon many times even' day since that time, and the Assistant Surgeon, also, except a few days that he was at the Hospital at the Foit. since we encamped here, and have re peatedly been present at their examination of tlie sick, and repeatedly in the Hospital, and during all that time I have never seen the slightest appearance of intoxication in either of them. If tie fact had existed, it could not hav escaped my observation. Dr. Sanborn has' had many diiTieulties to contend with. He has been compelled to organize a Ilopiial, many times without suffi cient room or coiiVeni"UC"s ; there has been a great deal of sickness in our camp, frequent ly, at the nioi ning report of the sick, a Urge number have been awaitnijt his examination, many times miicc we e.-ane here the Ilospi i tal has been entirely filled, and no room ' and he would be more than human if he had not at times found his patience exhausted.
