THE RUTLAND WEEKLY HERALD: THURSDAY. NOVEMBER 7, t86t. THURSDAY MORNING, NOV. 7, 1861. GEN. FREMONT. The report of Adjutant Gen. Thomas in which he brings almost innumerable charges against Gen. Fremont, is getting pretty seriously handled. Several of the charges have already been shown to be fake. Why the report was ever publish ed passes all comprehension. It consists of loose rambling notes, hastily gathered by Gen. Thomas during his flight through the West, and is almost entirely of a hear say character. This attack made upon Gen. Fremont while he is in the field of active operations, serving his country, has no precedent in history. It is calculated to do the utmost injury to the Union by causing the. people to distrust the compe tency of the commander of the West, and especially by exposing our weakness to the enemy. I he report may contain some j truth, but in the following respect-, it h already shown that the charges are des titute of foundation : 1 Gen. Thomas charges that Gen. Dav is. a member of Fremont's body guard, obtained a direct contract for blanket, and that though they were condemned, when purchased, as worthless, the judg ment was overruled by Fremont, and the blanket were received. To this charge Gen. Davis replies bv letter to Gen. Thomas, that he is not a j member ot Fremont's staff that he pur- ! chased the blankets upon his own respon- ' sibility, and that when Gen. Fremont saw i j rhern. lie comb-med them fa"'' ord'-rd j them returned. i '2. Gen. Thomas says that the arms purchased by Fremont in France are worthless and that many of them will not 'n oil. , In respect to this grave charge, it is to i be observed that Gen. Thomas made no j examination of the arms himself. A cor- ! respondent of the Tribune has shown that our Ministers to France and England. Messrs. Adams and Dayton, have pur chased several thousand stand of the same j kind of arms, and that a government j agent i- niiw abroad buying them up, and a; prices greatly in excess of those paid "!y Fremont. The rifles were new, and of . the preei.-e pattern of the best -tandard ! r!e in u-e in the French arm v. ". Another charge which seems trivi- I al, is. that Fremont ha- constructed a pon toon bridge when ferry boats would be cheaper. If Gen. Stone's column had been supplied with pontoon bridges jn--tead of one old -kit!', at the time of the ; battle of Drill's Bluff, that sad reverse ' would not Jiave taken place. It seems a ' w:s- precaution on the part of Fremont to supply them. Even his body guard i- sneered at. and yet it lia- alrea dy made it.-elt-famous bv the mo-t bril liant arid daring charge ever made on this Continent. J: is -aid that Gen. Thoma- i- an old enemy of Fremont's, and if -o he should never have been sent upon this mission. If the maxim, old as the Latin tongue, Pulsus in iino, fahus in omnibus," false j in one, false in all, is applied to his re ; port it will not gain much credit with the people at any rate until Fremont can . have a fair opportunity to defend himself. ; Kven Gen. Thomas' report in regard J to the state of affairs in Kentucky is open j to equal criticism. He represents all the young men to be secessionists, and says the old men are averse to fighting, and that "but few regiments could be raised." Almost simultaneously with this '-report," the Louisville Journal stated that Ken- , tacky -will soon have her epiota of the half million in the field, about 25.000," j and that '-before winter sets in she will ' have 40,000 soldiers doing battle for the j Union !" j The Secretary of War better put Gen. j Thomas to bed. He is altogether too des j ponding and gloomy. He exhibits more "incompetence" in his position than he J 'barges upon the gallant Fremont. j One thing cannot be gainsaid ; Fre- j mom's men have the utmost confidence in ! t him, and we don't think the people at ! large have yet lost theirs. (JJThe number of rebel prisoner? re cently sent to lioston is 900. They were transferred from New York. SACRIFICES DEMANDED IN MIS SOURI. The confidence which the secessionists have in the ability of the Confederate Government to establish its authority in Missouri is exemplified by their conduct in departing the State, taking with them all their transportable property, slaves in cluded. It is said that Gen. Price and other rebel soldiers have already removed their negroes to other parts, their preju dices leading them to fear that otherwi-e rheir rights of ownership might be for feited. The leaders having tints taken care of No. 1, we see that the privilege of emigrating South and exporting property has suddenly been cut off. Col. Taylor, of the Confederate army, has issued a proclamation at Springfield forbidding the exportation of property and refusing to grant any more passes to persons wishing to remove South. In this document Col. T. charges that the secessionists are too ready' to sacrifice the public good for private interest a fact long pat ent, lie demands sacrifices. The rebel slaveholders ought to stay, and not "sel fishly slide away and make their homes in other lands." Col. Taylor is evident ly alarmed at the influence over the ag gregate strength of seccssionism in the State that this disposition of the prominent property-holder of their number disclose-. Certainly, moving off dos not exhibit the highest faith in either the immediate or ultimate success of the Confederate war in Missouri. Probably the mass of dis unionists are beginning to see and wonder at so exemplary a manifestation of fear and cowardice, and as the mass aforesaid have no personal interest in the ''peculiar institution," it is the effect upon these which has so excited the alarm and ap prehension of Col. Taylor. The tact is that the majority of slaveholder.- in this State are sound, loyal. McClelian, who introduced them to the officers of his staff. The sword was admired by all, and pro nounced to be a magnificent weapon. f?r Senator Wilson has resisned his position as colonel f a Massachusetts reg- iment rai.-ed by him, and has entered the j service as a member ot den. MeCfelians staff. The first battle fought in Kentucky for the Uhion, resulted in the complete route of the traitors. May all the others end like wise, only a little more so. CONFEDERATE SCHEMES OP Fr ! NANCE. Mr. C. G. Memminger, the Secretary of the Treasury of the Confederate States, has published an official circular relative to the produce loan and the appeal of the cotton plajnters for relief. Mr. Mem minger, in the name of the Cabinet, de clines to grant any relief either by the purchase of the cotton crop or an advance upon its hypothecated value. He declares that the South, being now engaged in a gigantic wr r, needs money, and no plant ers' notes or produce, and explains that what the Government requires is a loan from the planters, secured by treasury notes, whic i now form the currency ot the Confederal; States. lie advises the planters tc apply to the Banks for relief, and recommends them to apply them selves in future to the cultivation of grain and other products, rather than that of cotton. On this point his suggestions are important enough to be quoted in full : "Let the planters immediately take measure- for winter crops, to relieve the demand for grain and provisions h t them proceed to divert part of their labor from cotton, and make their own clothing and supplies. Then Ft them apply to the great resoiir.-e pre-ented by the money capital in bank arel private bands. Let this capital come forward and as-i-t the agricultural intere-t. Heretofore the Bank- have employed a large part of their capital in the pureha-e ot Northern exchange ; let them apply this portion to factors' acceptances of planter-' drafts, se cured bv pledge ,t" the produce in the planter s hands. An exten-ion of the time u-ually allowed on the-e draft- would overcome mo-t of the difficulties.
