Several petitions were present ed praying for the emancipation of the slaves of rebels without compensation, and those of loyal masters with compensation. "Mr. Grimes offered a resolution instructing the committee on naval affairs to fenquire in to the manner in which war vessels had been fitted out. He had heard rumors of sreat extravagance at the navy yards in this re spect. The resolution was agreed to. Mr. Hale oflered a resolution calling on the Seeretarv of the Navy for a list of vol unteers, Lieutenants, paymasters, etc. in the Navy. Resolution adopted. Mr. Hale presented a petition from citi zens of Boston, claiming that the freedom of the press had been infringed. Referred. Mr. Howe save notice that he would in troduce a bill to amend the fugitive slave law. The Senate then went into executive ses sion. On the opening of the doors the Senate adjourned until Thursday. The Memphis Appeal of the 19th has the following : A Richmond correspondent says in addi tion to the 250,000 dollars appropriated by the Confederate Congress for the relief of the Charloston sufferers, the Legislature of Virginia will appropriate 200,000 dollars. Collections also were taken up in all the churches on the loth instant. The correspondent says to such a frightf ul extent has violence increased in Richmond that the city bids fair to become as infamous as ever Baltimore or Naples was. Shooting and stubbing are every day occurrences.
