PARCEL POST INSURANCE.
Method That Has Been Evolved by an
Insurance Company.
While the need for insurance of
parcels sent thro"ugh the mails under
the new parcel post law cannot be
described as a long felt want, it is
keenly felt and the business commun
ity has been greatly assisted by the
perfection of a plan to Insure such
shipments in a simple and effective
way absolutely devoid of red tape.
One of the large insurance compan
ies in this city, the Hme insurance
company, has solved the problem to
Its own satisfaction by issuing books
of coupons. All that the consignor
is required to do is to enter on the
stub the address of the consignee and
the value of the parcel and paste oh
It a sticker coupon costing 2 1-2 cents
for the Erst 110, two coupons for $25
and four for 650, which is the limit of
insurance on a parcel not registered
or insured by the government. Oh
parcels valued at $50 or more and in
sured by the government, the charge
will be 2 1-2 cents for the first $50, five
cents for $100 and 10 cents for $150,
tising the same, certificates in both
cases. All that the shipper has to do
is to paste four certificates on the $150
parcel that is sent by registered mail
or insured by the government and sent
by parcel post
The great trouble in all insurance is
the settling of claims, and it is obvi
ous that no proper inspection or in
vestigation of a loss can be made for
10 cents let alone for 2 1-2 cents. The
insurance company has therefore
adopted the very ingenious plan of
making the government, or rather the
postal authorities and the secret ser
vice department, do the investigating
In all doubtful cases, because the gov
ernment is not likely to pay any
claims for loss of registered mail or
Insured parcel post packages without
n inquiry more thorough than any

making in cases where the sum claim
ed was so small. The company doing
this business takes very little risk. It
trusts people without special investi
gation up to $50, and it trusts the gov
ernment investigators up to $150. As
this insurance is designed for the ben
efit of business houses, the risk is
small because the minimum number of
certificates sold at one time is 100,
for which the charge is $2.50. Whole
sale and retail dry goods, notion and
jewelry houses are availing themselves
of this insurance very freely and Its
evident value to the whole business
community of this country is so great
that the New York Commercial has no
hesitation In giving it prominence in
this way. as a matter of public policy
to a plan that corrects a defect which
many have held to be present in the
parcel fipst system. ,
