During the meeting of the charter commission last -week, it was pointed out that the name of the town clerk on the ballot was also a matter of ex pense which might be avoided under more efficient and economical government. The committee is now drawing a plan for a charter government by five commissioners ,and a city manager elected by these five The manager is to be responsible to the commission and may be hired or discharged by them. There was some discussion yester day as to whether the commissioners should all serve for terms of four years or whether a system should be arranged whereby one commissioner would be retired each year. The committee will meet again next Friday. It is expected the draft of the proposed charter will be com pleted by March 15. That the town clerk and his assist ants are not only superfluous officials but that they are too highly paid for the services they perform, is the opin ion of the committee appointed 'to draft the new city manager plan of charter. -vThe committee has been looking over the work performed by officials at city hall. It has come to the conclusion that the services performed by the town clerk and his assistant are merely clerical and un der another arrangement could be performed as well by a copyist who receives $700 a year, as by the in cumbents or future incumbents of the two offices, who now or will receive good salaries. The present town clerk receives $2,500 per year, his as sistant $1,500. Neither has arduous or responsible duties, according to the investigation of the charter commission. The most nerve racking work performed by the town clerk is the issuance of marriage or dog and hunters' licenses. His assistant takes papers in realty trans fers as they come in and marks the time of filing on them with a foun tain pen. The town clerk and his assistant reach . the office between 8 and 9 o'clock in the morning and leave for home ,at 4 in the afternoon. They take Saturday afternoons off and have an hour and a half for lunch each day. ; They share the la bor each day of counting up the re ceipts. - Plans are in the works to take the record of vital statistics from the town clerk and place it -with the health department. This will take care of about half the work now done in the office. Under the new charter it is proposed to abolish sboth offices and have the recording of realty transfers made under the supervision of the city clerk.
