Russians have made the investment of Plevna with a force of 130,000 men. ltis impossible for any sup plies to get in or for Osman Pasha to get out, and unless the Russians commit some extraordinary blunder. The capture of Osman Pasha and his army is nearly a certainty. His very line of retreat across the Vid is held securely by the Russians with an overwhelming force.
