Tlie House. After the opening ceremonies in the house a paper and stamp resolution was ruled out of order. On the eighth ballot Miss Bessie Perry, of Sevier, was elected third assistant clerk. The house received the senate, and the roll of both bodies were called. The* committee ap pointed to wait on the governor and notify him that the house and senate, in joint session, were ready to receive his message, were: Sen ate Quarles. Wilson, and McGehee: house. Harper, Amacker and Kirby. The committee returned, escorting the gov ernor. who was greeted with great applause, ami was presented to the presiding officers of the two houses Gov. Clarke said: M.v good friend. Senator South, has added one more to the burden of obligations under which he has placed me to wards him by agreeing to read the message." Hon. Jem South then read the governor’s message, which took two hours and twenty minutes, after which the senate withdrew and the house adjourned. At the afternoon session Miss Nettie Baugh, of White, was elected postmistress and Rev. N. C. Denson, of Bradley, was elected chaplain. The Senate Proceedings. Little Rock. Jan. 16.—The most important action In the senate yesterday was a resolu tion presented by Senator Hayes inquiring into the manner in which $I0,UU0 ot more was to be paid the Little Rock daily papers under the stamp and paper act. and to investigate as what benefits were derived from the expendi ture under that act at the last session. After considerable w rangling the resolution was laid over until 10 o'clock today. At the afternoon session 5,0U0of Gov. Clarke's messages were ordered printed. A number of new bills wore presented, the last being desig nated senate bill No. 2k. One of them declares a bicycle baggage, and all wheelmen hope to see it passed. The senate adjourned until Monday. Mr. Amaeker introduced the first railroad commission bill the bill on that question pre pared by Gov.-elect Dan W Jones. Mr. Bullock presented a similar hill only that the state pays the salary of the commission in stead of the railroad companies. State Legislature Little Rock Jan. lx. The senate held no session Saturday, having adjourned Friday until B:.'10 Monday. During the tirst week .IT bills were presented, one of which, appropriating flOo.OOO for mile age. per diem and other expenses of the legis lature. passed both houses. In the house Saturday several new bills were Introduced, among them being a railroad commission bill by Mr. Dickinson and a bill for a uniform course of text-books by Mr. Jeffers. Senator Jones was introduced by the speaker and said: I thank you very cordially for your reception. It is always a pleasure to meet the people of Arkansas. 1 meet many gentlemen In this legislature whom I have known for yeurs past. You do not expert me to make a speech, particularly on this occasion, as It may be possible that you may expect and require me to make a speech in two or three days. X thank you for your cordial reception.” Senate Proceedings, Little Rock. Jan. IB In the senate yester day 12 bills were introduced, read twice and referred to committees, two being uniform text book bills and one providing for the lease of state convicts. Senate bill No. 9, by Senator Izard, allowing each member twenty daily papers and 25 cent* in stamps daily, was passed. The rules of the last senate were adopted on recommendation of the committee on rules. The House. In the house senate bill No. Iff, by Senator Quarles, was passed. The newspaper and stamp bill passed by the senate was a special order for this morning. Twenty-one newr bills were introduced in the house. One was in regard to assignments in partnerships, another to prevent the accumu lation of drifts in waterways. Mr. Vandeventer introduced a bill to prohibit prize lighting in the state of Arkansas. Mr. Hamm introduced a bill requiring three grades of teachers certificates. Mr. Herrn introduced a bill to fix a time for holding the general election in Arkansas Also, one providing for uniformity of text books in counties when adopted by a vote. The report of the committee on rules was amended so as to make Mondays special bill days. At noon both branches adjourned until 1:25 P m.. when Gov.-elect Dan W. Jones de livered his message and was inaugurated, be fore the joint session. Simultaneously the other officers of the state were worn in. The Senate Proceedings. Little Rock. Jan. 30. In the senate yes terday tifteen bills were introduced Senator Manning Introduced a railroad and express commission bill. Senator Gray proposed an amendment to the constitution of the state exempting certain personal property from taxation. For United Slates senator James K Jon>ji received 30 votes and Powell Clayton. ). Tlie House. In the house II bills were introduced at the morning session No. 30 was to provide for the calling of a constitutional convention. No. 35 is for the better protection of laborers. The most important bill Introduced was No. 37, by Mr. Naylor, of Pulaski, an act author izing the building of state railroads with con vict labor. Mr. Potts introduced bill No. 40. providing for a convention of citizens of this state to frame a new constitution. Senate bill No. 9, appropriating 30 daily newspapers and 25 cents in stamps was passed. Five thousand copies of Gov. Jones message were ordered printed. The vote for United States senator in the house was: Jones, H4; Sovereign, 9: Clayton, 2. Many new measures 20 in number were in troduced at the afternoon session, among them one by Mr. Yadon for a 3-cent passenger rate on railroads 75 miles in length. Also, one by Mr. Parker to prevent trusts. A joint session will be held to-day to ratify the re-election of Senator Jones. At 7:30 last night Senator Jones addressed the legislature iu joint informal session in Representative hall, discussing the great is sues of the last national campaign and giving an account of his stewardship. In the course of his speech he said: I devoutly believe the democratic party carried this last election. ” |The Senate Proceedings. Little Rock. Jan. 21.- The senate yester day passed senate bill No. 29. which prohibits camp hunting in Lafayette ami Mlllereottnties, Light new bills were introduced iu the sen ate yesterday morning. A concurrent resolution was adopted inviting Hon. W m. J. Bryan to address the general as sembly at an early day. Reese P. Horroeks was appointed assistant journal clerk for live days or more. Senator Pinnix introduced a bill amending the revenue laws of the state. Senator Kimbell introduced a bill to reor ganize the Arkansas bureau of mines, manu factures and agriculture. Senate bill No. 1« was reconsidered, and the [ senate voted to concur in the house amend ment. Senator Uazort introduced a Hill for the bank ing and lending of state funds. Gov. Jones approved senate bill No. 1. At the afternoon session eight more new bills were offered: one by Senator Pinnix to estab lish a juvenile reform school within live miles of Little Rock, and another was an anti-trust bill by Senator Hayes. The House. In the house yesterday forenoon 17 new bills were offered, one of which authorizes the court of Pulaski county to lit a reasonable toll for persons, vehicles and cattle crossing the county bridge now building at Little Rock. Mr. Dickinson offered a resolution that u committee of three be appointed to invite Hon Wm. J. Bryan to address this body after his apeech at Austin. Texas.
