COUNTY CONVENTION. Harmonious Meeting of the Demo cratic Representatives From Every Township, Sav e One. Pursuant to democratic custom and the order of the Democratic Executive Committee, the Democratic County Convention of St. Francis county, Ar kansas, met at the court bouse last Saturday afternoon. Every township, except Blackfish, was represented either in person or by proxy, by the delegates chosen at the township mass meetings on Saturday. March 2<i, 19M, and there were a good ly number of interested spectators. Hon. Walter Gorman, chairman of the County Committee, called the body together, and stated that the first order of business would be the temporary or ganization of the convention. The temporary organization was then made by the election of Hon. W. Gorman,chairman, and E. L Vadakin. secretary. A motion that the chairman appoint a committee on credentials was regu larly adopted, and the chair appointed as such committee. Mr. S. II. Mann, of Madison township, Squire J. J. Wood, of Prairie township, and Squire W. 13. McLaren, of Johnson township. The said committee then gathered up and took charge of all credentials and proxies, and retired to the Judge’s room to formulate their report, await ing which the convention took a recess ot ten minutes. When said committee returned to the court room, the convention was again called toorder, and they submit ted the following report, which upon motion was regularly adopted HDd committee discharged: Mr. Chairman—We, your committee on credentials be'* leave to report the following gentlemen entitled to seats in this convention. Ac. Dan Wylds, James Fussell, Eugene Holfi . II W Lewis and 8. M. Blalock were nominated. A motion that delegates be elected by-ballot prevailed, and the chair ap pointed W. J. L mer and Chas Lewis ** telitis. The ballots were then collected and coanted and resulted as follows: Dan Wjlda. 33; James Fussell, 21; Eugene , Rolfe. 21; IT. W Lewis. 14: 8. M 131a-1 lock. 16: N. W. Norton, 2; 8. II. Mann. I 2; W. Gorman, 1. The chair declared Messrs. Wylds, Fussell and Rolfe duly elected as dele gates to the state convention. On motion the three gentlemen re ceiving the next highest votes, vie: 8. M. Blalock, II. W. Lewis and N. W. j Norton, were elected as alternate dele gates to the state convention. The next order of business being the election of delegates to the Congres sional Convention, the following gen tlemen were nominated, and on motion, elected by acclamation: Dr. J. F. McDougal. 8. H. Mann. Daniel Rond and Chas. Lewis. As there will be no Judicial Conven tion, it was moved and regularly car ried, that Hon. Walter Gorman, chair man of ttie Judicial Committee, he authorized to certify the vote of 8t. j Francis county for Hob. 1\ It. An drews for Prosecuting Attorney, to the proper authorities. The next order of business being the election of a committeeman from this county on the Congressional. Judicial and Senatorial committees of this dis trict, it was moved and regularly | adopted that the present incumbents. ! towit: Congressional. James Fussell: i Judicial, W. Gorman; and .Senatorial, Judge J. 8. R. Cowan, be re-elected. The chairman of the Executive Com mittee laid before the convention the report of the committee showing the candidates receiving the highest num ber of votes at the primary election held iu St. Francis county on Saturday, March tik, 1004, for the various State. Congressional, Judicial, County and Township officers; and thereupon, on motion, the report was regularly adopted, and all candidates receiving highest number of votes in said pri mary election, as leported by the Executive Committee, were declared to be the nominees of the democratic party in St. Francis county. On motion the delegates to the State and Congressional convention, were in structed to vote for tire candidata re ceiving the highest number of votes in the democratic primary election, hs shown by the report of the Executive Committee, first, last, aud all the time. The business of the convention be ing practically ended, Chairman Gor man asked the bndy to consider a state of facts and render their decision, for the guidance of the committee in the future. He went on to state that when the Democratic Executive Committee of St. Francis county was first called together, a few weeks ago, to consider the business of the campaign, it was found that no less than three members of said committee were avowed candi dates for o9ic“, whereupon the said candidates, gave their proxies to cer - tain fiiends^ and they continued to serve until their successors were e’ect ed on March 26; that there was a dif ference of opiuion among the other members of the committee as to the legality and fairness of thesa proxies, and that the committee could not agree in whole. He therefore asked the convention to rule upon the matter in order that future committees might have the benefit ot the wisdom ot this convention. There was some discussion of the matter, and man> questions were pro-! pounded, after which it was moved that whenever a member ot the Execu tive Committee becomes a candidate for a county office, his membership shall immediately cease. Looking to a more definite under standing lion. It J. Williams, offered the following resolution as a substitute for the oiiginal motion, and it was regularly adopted by a vote of 22 aye", to 0 nays. "Resolved, That when a member of the Executive Committee, runs for an office, or removes from the county, oris peimanently unable to act, then, in such case, the i nice of committee man from such township, shall be vacant, and the chairman of the Coun ty Committee shall call a mass meet ing in such township for the election of a committeeman to till such vacancy. Walter Gorman, the object, as stated by him. being or ganization. in order that the business of the committee might oe regularly at tended to. Seven members were pres ent. aid Hon. S. M. Blalock wi:s placed in nomination for chairman, and elected without opposition. Squire Hugh Coffey. was chosen secret iry, without opposition and there being no further business the committee adjourned, subject to the call of the chairman. DAN WYLDS APPEARS BRKOItB tOil M1TTKE. The committee had scarcely adjourn ed when Chairman Blalock called upon them to reassemble to consider a mat ter which he said he had forgotten. After some little delay the commit tee was re-assembled, whereupon Chair man Blalock stated that Mr. Dan Wylds. late candidate for sheriff, wish ed to be heard before the committee. Mr. Wylds then addressed the com mittee, and stated in substance, that prior to the cfficial count, all unofficial returns indicated his election by a safe majority; that when the committee canvassed the returns they reported Dr. McKnight elected by a small ma jority: that he had been informed that a number of citizens of Cross couuty, had participated in the election by cast ing their votes at the Otis box; that he was not running in Cross county: that he was not advised how these citizens of Cross county had voted as between himself and Dr. McKnight, and that if they should be thrown out it might, so far as he knew, increase McKuight's majority, hut he believed that the mat ter should be fu.iy investigated, and if such illegal votes had been cast at the Otis precinct, they should be thrown out, regardless of consequences; that he could not understand how there could be such a discrepancy in the un official and the official returns, and that he prayed relief by this committee, it being his only hope of justice. The members of the committee or! at least three of them, viz: Gorman. Coffey and lllalock, discussed the question of jurisdiction, aud when a vote was takeu, it was found that two voted for and two against the motion, made by Mr. Gorman that it was the sense of the committee that it bad no authority to go into any such an inves tigation. Those voting for the adop tion of the resolution were Gorman and Knight and those voting against its adoption were Iliuson and Dorris. The chairman called a second time for a vote and the result was the same, three of the committee refusing to vote ou the proposition. ChairmaQ Blalock then announced that if, after due consideration it was thought advisable and proper for the new committee to go into this matter he would call the committee together at an early date.
