After making two previous attempts to get a quorum the Annual Quorum Court of St. Francis county held its regular session at the courthouse on Saturday, Oct. 6. His Honor. Judge T. C. Foibre, presiding. To the people of tbe county this is the meet important court of the year, as it appropriate* the money ar.d makes provision for paying the expenses of the county government. All the townships were represented except W'heatley, Blackfish and LAn guiile. The following J. P.'s answered to roll call: W. S. Thomas. W. B. McLaron. B. F. Sander*. C. T. Moore, B. D. Able*, R. L. Collier. Jro. Sher man, J. H. Cavanaugh, J. J. Wood, W. S. Heustiss, F. M Pipkin, J. B. Sander* and Ellis Turley. The annual reports of the county officer* were read, approve*} ar.d filed. Tbe following appropriations for the ensuing year were made: Ctrcuit Court expense* _ t 6,«*> f ourty arid Probate Court ex penses . 1,000 J jstice of the Peace Courts 800 Assessment and Tax Books._ 800 Keeping Jail ar.d Prisoner* .. 1,500 Few Public Records and Fixtures 400 For Pauper expenses . 1,000 For County General expenses 3,500 For Roads and Bridges . 4.000 To Pulaski County_ .. 50 Total . 119,050 Upon the levying of the rate of tax ation for county general purposes there was much debate and. despite the ac ceptance of Judge Folbre s report, which recommended the levy of five mill*, there was a strong sentiment ir the court to reduce the taxes There was several motions and substitutei and much discussion with reference U this matter and finally the body settled on a levy of 4 3-4 mills for county gen eral purposes. A quarter of a mill was levied for the sinking fund, the bond interest fund got a quarter of a mill, the town of Forrest City five mills, while the school and state taxes went down according to law. New road district N>o. lb was Termed by combining school districts 9 and 21 and J. D. Heustiss was appointed over seer of the new district. School districts Nos. 4. 5 and 6 were also made road districts which are num bered 17, 18 and 19, to receive their pro rata of the railroad tax for the im provement of the public roads. The SoO allowed by the court to Pu laski county was our share of the cost in a lawsuit brought by the Cotton Uelt railroad against that county to Recover all the road tax the said corporation had f»aid into the state treasury. T > the honorable, the justices of the Quorum court of St. Francis county: The undersigned, in obedience to the requirements of Section 1499 of Kirby's Digest of the Statutes, submits the following report As will appear from the rejwvrts of the clerk, treasurer and sheriff, our county finances arv in good condition, and though our expenses during last year ran higher than usual, we have sufficient to pav cash f ir all services during the ensuing year. I have, since the last settlement in July, purchase*! another ■ f the out standing bonds of the county, thu- re ducing the debt to $24,1/*'. I have made - m< impr \em» t- :• the court house property, such put ting down cone ret** walks, and painting ail the woodwork, and whitening the wails of the interior of the court house. As to the bridges, will -ay that I have exjiended the appropriation, a> : we have several new bridges just com pleted. and will need more bridge work than usual done this year. 1 renewed the contract with J. P McDonald fur keeping the paupe rs. and ht- has given entire satisfaction. Our road matters ar>- not in the satis factory condition we would wish, though in some districts the ruaiis are in better condition than ever before. I suppose the next legislature will make some radical changes in the road law —but that will not likely take effect until next summer. It will appear from the report of the clerk that the estimated revenue re quired will be 1^1,000 and of this we can only appropriate 90 per cent, and I j- » recommend appropriations as folkws: Expenses. Expense of pauper?. -- 1.000 Bridges ..C000 County General. . 3.5k»> Total.$19,000 And I therefore recommend that a tax of five mills be levied to meet said appropriations, ore mill for county bond interest ard ore-half mill for county sinking fund. As to the rad tax, that you levy not to exceed three mills. An idea prevails that we should re | dace our taxes, but. as you will see from the financ-a 1 statement, our ex penses during the fiscal year ending June 30, 1906, our expenditures was fie.i«0. and a five mill tax on present valuations at '* per cent will raise rust sufficient to meet such an out»ay. and I think it woould be tad business policy not to lev y a tax sufficient to meet such expenses. A'.d I re-' mroend an appropriation of $50 to be paid to Pulaski county as the pro rata of this county of the attor ney’s fees for the road tax suit by the Cotton Belt railroad. A.-?d I further say that I hope »e will have no such extraordinary expense as we have just paid off. but from pres ent indications we will have a consid erable outlay by reason of the smallpox now prevailing ir. the county. In closing I wish to thank you gentle men for your kind consideration here tofore, and I hope our deliberations and conclusions will be as agreeable and harmonious as in the past.
