On rising to address the Senate on
the silver question, Mr. Sherman
said that he had not intended to dis
s cuss the subject until some practical
- measure hnil been brought forward
because the bill reported from the
Finance committee was only an on
easy ghost, wandering without fath
। er, without compass, without, guide,
. with no one to cull for a vote upon
' it, and no one to demand a solution
of the difficult problem. But ns he
'’ was compelled to absent himself up
on more imp irtant bi.sin >ss, he wouhi
'’ avail himself of the present oppor
’ tunitv to say something which he
had written. lle harangued against
the free coinage idea,and quoted cer
tain figures from a government re
t port, the accuracy of which was in
• stantly challenged by Senator Tell
s or. Mr. Sherman insisted that the
B figures wore, from a government
Ii rep >rt and therefore must bo correct,
• and wanted to know what newspa
-1 per scrap would be brought in to

r fore it was made public. Mr. Sher
man however would not yield the
, floor.
On Thursday Mr. McKinley re
ported a resolution that the House
। immediately consider his silver bill,
until Saturday at 3 P. M., when the
previous question should be consid
ered as ordered, forty minutes were
given for debate.
Mr. Blount said that ho had no ob
jection to ‘he time allowed for de
bate, but that the chairman of tiie
committee of coinage, weights and
measures would be allowed to offer
’ all the amendments that were admis
> sible under the rules of the House,
•। and that when these were i Ifered
11 there would be given no opportuni
। ty to the minority to offer any amend
' inent, or to ask the House to vote
1 1 on the free coinage of silver. At
■the republican caucus the other
night there had been much dlscim
ision and it was necessary to w hip in
I the friends of free silver by this res-1
elution. It was wicked, shameful!
1 and an outrage on the minority.!
There were many republicans who I
would vote for free silver but for
fear of the President, who was in ae-i
, cord with the Secretary of the Treas
ury, and both in accord with wall
street. It was a humiliating sight
to an American citizen when in the
presence of the President the repub
licans were driven to trampling down
the rules of the House. Ifthe ma
jority and the President yielded to
the money power the masses hereaf
ter would dictate and enforce legis
lation.
Mr. Bland said that there was no
iloubt but that a large majority of
the House favored the unlimited!
coinage of silver, and in order to
prevent that fact from appearing on j
the record it was necessary to gag,
all the democrats and many of the 1
I repul lieaus. Mr. Wiliams said that
the resolution was intended to pre
vent the majority from legislation, I
but the slick drivers of the republi
can flock easily rounded most of it i
j up, and gained their point as usual, !

this resolution l.as thoroughly dis- !
couraged the free silver men, and 1
they mean to strive no more for their
. measure this session but accept the i 1
'House bill which will pass, and en-1 c
deuvor, in vain, to have it amended
in respect to the bullion clause. j
I’his bill, which goes into effect,
30 days after its passage, directs the!
passage of <1,500,0(10 worth of sil-l
ver every month, to be paid for by I
silver bullion treasury notes, redeem
able in coin, and made a legal ten
der for all debts, public or private,
except where otherwise stipulated in
contract. The Secretary of the
Treasury may redeem them in silver
bullion nt the market price, and may
coin such bull,on as is needed to re
deem silver notes, but the 82,000,-
000, coinage act is repealed. If sil
ver goes up to par coinage shall be
free. Finally <110,000,000 held in
the rreasury as a redemption fund,
tor the notes of retired national I
banks, is to be turned into the gen
•■rid fund.
The business men arc now having]
a hearing betore the Finance com-j
mittee ol the Senate, in protest
against the injustice of the McKim I
ley bill. Mr. A. IL Saxton, <>f New]
k'ork, represented the j- Obing hard
ware trade of the United States and
an investment of 800,000,000. He
fully and strongly exposed the mis
statements of the cutlery maniifac
turers by' which they had induced
the committee on ways and moans
to reduce the cutlery rates. He
showed by their own statementsand
governmental statistics that their
products have'increased 50 per cent
in the last six years, instead of large
ly falling idl as was claimed; and
that importations had decreased 7
per cent. That instead of their profit
bi ing *815,000 in 1887, as stated
by them, it was 81,900,000. The
Malt dealers are next in order.
