A recent act of the legislature ; j reads as follows : j Be it enacted by the General Assemblv of the State of Arkansas : Section 1 It shall be the duty of the county examiners of the various counties of the State of Arkansas, to hold one or more . teachers institutes for white teach -1 ers anl one for negroes of not less i than one week within the month of I June in each year: provided, that if there are less than eight teachers of either race in any county, the county examiner may arrange -the institute as may seem best to him. Sec. 2 It shall be the duty of the State Superintendent of public Instruction to outline the work to be done at the institutes in the common branches, and all of the time of the said institutes except one day. shall be devoted to class work in the branches of reading, writing, arithmetic, orthography, grammar, geography, history of the l’nited States and the State of Arkansas, theory and practise and physiology. Sec. 3 It shall be the duty of the State Superintendent of Pub lic Instruction to furnish said county examiner with all the nec essary blanks to secure from the teachers in’attendance at said iu ! stitute, all information now re quired by law as to enrollment, at tendance, number in each branch taught, and all other items except enumeration report which shall be furnished by the directors as now required by law. and the financial statement which shall be furnished by the various county treasurers. Sec. 4. It shall he the duty of all teachers holding license to teach in the public schools of the state of Arkansas, to attend said institutes and to do the work out । lined by the Superintendent of Public Instruction and to furnish the information required by Sec | tion 3of this Act. Sec. 5. The county examiner, upon finding that the teachers in attendance are entitled to the , grade of license they hold, shall endorse the same and said endorse ment shall have the effect of ex tending said license from the time of its expiration for the time for which it was originally issued, provided said teacher shall have complied with the provisions of ■ the Act. and provided further, that I no third-grade license shall be en dorsed more than once and no second-grade license shall be en dorsed more than twice, and that said endorsement may be made even though the original license were issued in some other county in the State, for which endorse ment and extension the same fee . shall be paid as for the original ! examination. Sec. 6. It shall be the duty of those holding State license to at tend said institutes and assist the ; county examiner in conducting the same, and said license shall lie en dorsed as county license, and if j the same lie not endorsed for five ; consecutive years, it shall be mill 1 and void. Sec. 7. The State Superintend ent of Public Instruction is hereby authorized and empowered to re voke the licence of any county ex aminer who fails or neglects to comply with the provisions of this Act or who fails to perform any of the other duties required of him by law. Upon receiving notice of such revocation of the license of a county examiner the county judge shall, within twenty days, appoint another examiner in accordance with the law regulating the appoint ment of county examiners. Sec. 8. All laws and parts of laws in conflict herewith, are here by repealed and this act shall take effect and be in force from and after its passage. Bill introduced by Senator Vaughter.
