The tax bill which has su long been pend ing at Washington, has finally passed both houses, and will doubtless be approved by ihe l'resident. lt goes into effect August 1st, und is to continue four yeavs. The income tax will hecome due on the 1 st of May, 18', and will be levied on the income of the pre ceding year. The other taxes . commence when the act goes into operation. The com pensation for the assessors is $o per day, and a commission of $1 for each 100 nanies fur nished by them to the collectors. An asses sor with 50,000 taxable persons in his dis trict, niiht received about $1500 for his tinie, and t'.iOO for his comniissions. There will he several of these $2000 oflicers. The taxes imposed are of four classes, and the individtial who is not affected under one head or another, must be very ingenious or very unfortunate. The classes include first, licenses for certain pursuits ; second, taxes on manufactured articles and products; third, income duties ; fourth, stamp duties. These are epitomized by the Worcester Spy, as fol lows: 1. Some of the principal classes who are required to take ont annual licenses are hotel 1 ...... . l . a .1 r. if. - . -.tt Keepers, wno are tuxeu nom o xo Jjiiuu, as the rental of the houses occupied varies from $100 to $10,000; bankers, theaters, and wholesale liquor dealers, $100 each ; brewers from $2.5 to $50 ; brokers, circuses, pawnbro kers, and wholesale dealers, $50 ; auctioneers, jtigglers, and retail liquor dealers, $20 ; ped dlers from $5 to $20 ; apothecaries, confec tioners, dentists, lawyers, manufacturers, eat-ing-houses, livery stables, photographers, physicians, retail dealers, tobacconists, and several other classes, 10 each ; billiard ta bles and bowling alleys, for each table and al ley, $5. 2. The tax on manufactured articles or products is to be paid by the manufacturer or producer on thcirrespective sales. Manufac tures, not othenvise specified, of brass, cop per, iron, steel, silver, lead, gold, glass, wood, cotton, leather, India rubbcr, pajier, silk, tin, and manj other materials in common usc are taxed three per cent on the entire value of the manulactured articles. Books are not regarded as a manufacture, and various other articles of convenience or necessity are exempted, being sulliciently taxed in the ma terials of which they are made, or otherwisc. .'. The annual income of every person, when exceeding $(500, and not exceeding $10,000, ays .'5 pcr cent on thc cxcess over the former amount, 5 per cent when thc in come exceeds $10,000; 7A per cent when it exceeds $50,000. Legacics exceeding 100 in value are taxed from 75 cents to $5, varv ing with the degree of relationship which the legatee bears to the person bequeathing the legacy. Property passing by will or by the laws of any state or territory, to husband or wife of the person who died possessed of the property, is exempt from taxation. Adver tiseinents are taxed o per cent on receipts over $1000; insurance companies 'i per cent on all dividends; interest and piofits, Ii per cent on income from $G00 to $10,000, and 5 per cent for larger income. 1. Contracts for the hire, use, 1 or rent of lands or houses, are asses3ed from 50 cents to $1 each; brokers' notes, memo-! randa of sales, stocks, bonds, notes of hand, icc, &c, 10 cents each ; conveyances from ! $1 to $100, as the valui of propertv conveved varies from $100 to $50,000, and $20 for'ev ery additional $10,000. l'atent medicines, including alteratives, anodynes, aromatics, balm of a thousand tlowerf , and all sorts of cordials, cssences, electuaries, elixirs, and panaceas, from 1 to 4 cents per package as the cost varies from 25 to $1, and 2 cents additional for each 50 cents ( r fractional part thereof over $1. EP A lettcr from an oflicer of company E, 5th New Jlampshire regiment, says : "Wc did our duty at the hattle of Fair Oaks. Our company went into the iight of) men, and all but 10 were wounded, killed or miss ing. The regiment, out of G35 men, lost 187. Tliose killed of our company lay with in ten feet of the rebel dead, showing that it was close work." Two of our colonels, walking through the streets of New Orleans, heard a secesh orator abusing General Rutler. They arrest ed and took him before that oflicer, who, af ter hearing the case, said : "Get a shovel and pick, send him to the earthworks below, there to dig gravel for the term of thirty days.
