The last war we had with Mexico, gave the Mexicans better times and more money than was usual with them, fsr our army bought liberally and paid cash. Not only in Texas, but on the California border the cattle thieves and raiders arc continually making inroads on thc territory of thc United States. If the United States are compelled to conquer another peace with Mexico, it is to be hoped they will conquer the whole piece this time and make them foot all the bills. If Mexico cannot take care of its own subjects, however careless, the Unitod Statos will, and "are very carefully looking into it now. Thc educational bill which Senator Edmonds is agitating in Washington, provides for the establishment of a luud to be divided between thc States and territories according their popula tion of children of school age. Certain conditions arc laid down, the non-fulfilment of which will debar the State from receiving its shares. The fund is to be supported by appropriating one half of the net cash proceeds from the sale, entry of location, or other disposi tion of public lauds. This will bo in vested iu United States five per cent bonds, and will be held in trust by the Treasurer of the United States, the iuterost to be divided as above describ ed. The week from the 17th to 22nd, inclu sive, has been spent by the House In dis cussing the centennial appropriation. Po litical or sectional lines do not control this discussion. It is in the shape of a letter from Secretary ffish to Caleb Cushing, our minister to Spain, nnd after recapitulating the condi tion of affairs in Cuba for the past seven years, the treatment of citizens of the Uuited States by the Cuban authorities, the friendly action of this government to Spain, aud the necessity, demanded by humanity and because of our interests in the afTulrs of Cuba, Secretary Fish says of the President : "In the absence of any prospect of a termination of the war, or of any change in the manner in which it has been con ducted on either side, he feels that the time Is at hand when it may be the duty f other Governments to interfere, sole ly with the view of bringing to an end a disastrous and destructive conflict aud of restoring peace in tile Island of Cuba. No Government is more Interested in the order aud peaceful administration of this island than is that of the United States, aud none has suffered as has the Uuited States from the condition which has ob tained there during the past sir or seven years. He will therefore feel it his duty at an early day to submit the sulycet in this light, and accompanied by an expres sion of the views above presented for the consideration of Congress. This conclusion is readied with reluct ance and regret. Thc con. cert was a good one, but still, I think it would bear popularising a little, I'm going to scold a little about it, anyway. Io all my scolding in the day-time, and am trying- to train my daughters ap in the great principle, though Mi-d. Barington claims that scolding is an inalienable maternal inheritance, and that the daylight mind is too much diverted by mundane considerations to do justice to it. But I was about to say, that these concerts are a shad too high-toned to thrill, tickle nnd content the average ear, anil as they nre mainly supported by us everyday mortals who dont know n stave from a sack of salt, bat who can nevertheless, enjoy the simple melodies of the song, chorus and ballad, I think the man ngement should consider its preference on our part, and loivor its wing to us more often don't mean to deprive musical connoisseurs of the pleasure which they derive from the more artistic and difficult parts of the performance, but I do claim that after the singors have given them their share, fully displayed their aesthetic ivarblings nud dulled the envious quill nnd tongue of criticism, they ought to come down to the sphere of mortal comprehension and cheer up the groundlings a bit. Its well enough to talk about educating us musical numbskulls up to their standard, nud all that; but most ot us pay our money for the pUusuro of tho evening with out any thought of musical schooling and if we pay four-fifths of the bills, we ought to be entitled to nt leat one-half of the performance. This heav enly jargon of operatic pastry is delicious to the rclincd tooth, and enough of it is very pleasant to the popular palate, but it is too swoet for a steady diet. Your concert was an exoellcnt one, ladies and gentlemen, but I think it would be better if you would give us more son js and ballads, spiced with n generous sprinkling of Barnabee aud or- chestrul accompaniment, with the opera ou a separate plate.
