Raid committee nhall appoint a time and place of examination and hearing, and shall give notico thereof to one of the ollicers of each dis trict which may be affected by such alteration, and also to the owner or occupant of any land, or premises, which the petition proposes to set off trom one district to anotner. 6 4. The committee shall make report of their doings to the annual .March meeting next suc ceeding the time of their appointment, and shall state whether in their opinion auy ot the pro posed alterations ought to be made, and if any, what alterations, describing them.
