The Report states that .the loss by fire at the Prison in June last, is not over 3, 000; thai the spirit of rebellion, which ex hibttod itself when the convicts were hir ed out to saw contractor, has been quench ed, and that the discipline of the prison is rigidly and promptly enforced. directors state that at the time they rge of the prison it was in a mis erable and filthy condition, and much out of repair; the convicts suffering from scur ry, raperinduced, no doubt, by bad diet, and lesBheerne bedding. The prison, they maiateifl, ahould always be under the con trol of the Slate, and not leased to individ uals for the purpose of gratifying atari c- There ire many young convicts in the penitentiary, who'should hare been placod in a House of Refuge, in the hope that they might.be brought back to tho path of rectitude, and honest citizens of tho se who hare not been hardened in crime. The Legislature should take some action in. having a Houso of Rofugo crectod, where young offenders against the law may be placed with a view of reformation. A now cell house containing one hund red and sixty cells, is now erecting as an ddWoet to the prison, and it expected to be completed by the first of June next. Tho State, by the terms of the contract with the leasee, took from the lessee the tools and machinery used by him, and tho materials and unfinished work on hand, Which has occasioned somo loss to the Statt, aa the inroice prico of the materials ia arger than will be realized when the saacerials are disposed of. The appointment of Moral Instructor, it la suggested, should be with the Directors, and not with the Governor. n appropriation of $6000 is askod for, to complete the stone wall around tho cell house. The total amount of receipts , for the eopport of the. Penitentiary, from tho 15th of June to the 15th of December, is $18, 838:61, and the' disbursements for the same period were, $16,914:00. No one can father from the report what the prison produces, or what it costs the State. Tho report ia sadly defective in this respect, as this is precisely what the peoplo desire to know. They wish to be iufonuid wheth er or not the Penitentiary Is a self-supporting institution, and if it is not,;how much it costs the State to keop it in opera, tic. new cistern has been constructed, ca pable of holding five hundred barrels of water, which, It is thought, will bo very advantageous in osae of fire. Tho present physical condition of the prisoners, according to tho report, is one of unusual health.' The report makes suggestions in regard to tiie proper physical regulations that should gororn tho diet of tho inmates of tho prison, and makes somo observations on physiological facts, that aro worthy of the attention of those who havo tho con trolling management of the Penitentiary. Ho moved that tho report bo printed, and ho stated that he should move when that question is de termined, to postpono the consideration of tho bill till Monday noxt. After various questions wer raised and rigorously debated, it was finally docided that the roiort should bo road. Mr. Davis, of Maryland, proceeded to do so, tho rejiort concluding with tho fol lowing resolutions : 1. That the Hon. W. A. Gilbert, n memlter of the Houso from the Nut I New York, did agree with F. F. 0. Trip, lett to proruro tho passage of a resolution or hill through the present Congress for certain copies of a book containing tho Pension and Houi.tv Land Laws, in con sideration that ho has to reusjesj from Mr. Triplett a certain sum of money out of the appropriation for the pui'oli I i of tho book. 2. That the Hon. W. A.Gilbert did cast his vote for the low. Laud Hill for a corrupt consideration, consisting of suvon square mlloa of laud and somo stock. 3. Rksolvkd, That 'the Hon. V. A. Gilbert, a mombor of this House, be forth with etpellod from this House. Tho report is signed by Messrs. Welch, a mem ber of this Houso from Connecticut, be forthwith expelled from this House. Tho report in the oase of Mr. Edwards is accompanied by tho following resolu tions : Kksolvbd, That Francis S. Edwards, a mombor of this House from the State of New York, did, on the 23d day of Decem ber last, attempt to entice Robert T. Paine a mombe-r ol this Houso from the Ute of North Carolina, to vote contrary to tho dictates of his judgement and conscience on a bill making a grant of lands to aid in tho construction of a railroad in tho Ter ritory of Minnesota, by holding out a pe cuniary consideration to the said Paine for his support of the said bill. Rksolved, That tho said Francis S. Ed wards be and be Is herrby expelled from this Houso. The report in the case of Mr. Matteson concludes with tho following resolutions: Rxsolveo, That Orasmus B. Matteson, a momber of this House, from the State of New York, did incite parties deeply in terested in the passage of a Joint resolu tion for construing the Dos Moines grant to haro here and to use a large sum of mon ey and other valuablo considerations cor ruptly, for the purpose of procuring the peaaage of said joint resolution through this Houso. Resolved, That Orasmus R. Mattoson, in declaring that a Jarco number of tho members of this Houso had associated themselves together and plodged them selves each to tho other not to vote for any law or resolution granting money or lands unless they wore paid for it, has falsely and willfully defamed the charac ter of this House, and has proved him self unworthy to bo a member of thereof. IIxholveo, That Orasmus B. Matteson, a member of this House from the Statu of New York, ba and is hereby oxpelled therefrom. The general report, signed by all, roc ommouds the expulsion of Mr. Simonton, as correspondent of tho New York Times, and suggests tho passage of a bill to pre vent combinations or personal outside of fort for the paasago of bills. Adjourned. Note. Mr. Mattoson was a member of tho last and has been re elected to the thirty-fifth Congress. His expulsion now will only effect his position for tho re maindcr of the present session. Ho would still havo a legal claim to his seat in tho noxt Congress. Gilbert, Edwards and Weh h aro now members. Gilbert will bo succeeded in tho next Congress by Oharlos 1). Hoard, and Edwards by Reu ben K. Teuton, both Democrats. Connec ticut has not yot elected her mombors for tho next House. Washington, Feb. 21. Senate. Mr. Wilson gave notice of his intention to in troduce a bill granting tho cities of Wash ington and Georgetown five hundred thousand acres of laud for tho support of Public Schools. Tho Senate then proceeded to a consid eration of tho House Bill authorising the peoplo of Minnesota to form a constitution and Statu government, preparatory to ad mission into the Union. Mr. Biggs movod an amendment that nono but citizens of tho United States be ontitlod to vote with reference to the formation of a constitution and State Gov ernment. He did not know but what tho offering of such a proposition might sub ject him to suspicion of being tainted with Know-Nothingism, but whether this was ono of the principles of tho Ameri can party or not, ho was decidedly in fa vor of confining the privilege of voting to citizens of tho Unitod States, native or naturalized, in tho formation of all organ ic laws. . 'j. Mr. li rod head alluded to the action of tho Senate on tho Nebraska bill. Tboy adopted Ml amendment similar to this which the Houso struck out. Whon the bill came to tho Senate, ho again movod to insert that provision in the bill, being tho only Northern mombor who sanction ed that amendment from tho beginning to the end the others who voted for it nt irst having yielded thoir convictions, in order to allow tho bill to pass, hence ho was iu favor of the present proposition because ho believed the right of suffrage was coextensive with tho right of citizen ship, lie did not feel at liberty in de fining tho rights of voters to go further than tho Constitution of his own Stato has gone, and that has confined the right f voters to go further than the Constitu tion of his own Stato has gone, and that has confined the right of suffrago to citi zens of tho United States.
