Senator Morton's Financial Bill. Oq Monday Senator Mortosriutroduced Into the Seoste a bill to provide for the redemption in coin of the United States notes and fractional currency, and requir ing the National Banka to redeem their cotes in coin. lie was cipccteJ" to sup port it on Wednesday in a long and care- fully prepared speech, which there was good deal of curiosity to bear. The fol lowing is the text of the till: . lie it enactrd, That hereafter there ehall bo do aalesof gold belong-in? to the Treas ury, and that which may horcal'tcr accrue over and above the amount required to pay the interu.-a of tbe publio debt, and tor other specific ue, specified by law, shall be reserved and set apart for tie re. demption of the United States uotes and fractional currency. Sec. 2. And It it further enicted. That on and after the first day of July, 1871, tlio Treusurcr of the United States hall pay, in coin, at the Treasury of t ho Uni ted States, at Washington, in the District of Columbia, aud at such other points a may be deMguated by theSccrctar) of the Truasury, all notes and fractional curren cy that ms j be presented lor redemption. Sec. 3. Ik it funhrr tmctcd, That on and after the 1st ol January, 1ST'-, the National Huuks shall pay iu coin euch of their notes as may be presented lor re demption, aud shall on an.d after the let day of July, lSiU, reserve aud hold in their vaults all the coin that may be re ceived by them as interest on their stocks held by the government for the rodetup lion of their notes. SF.C. 4. Andl it further enacted, Thst until the 1st of Jauuary, 1 blli, at which time they are required to begin the re demption of their notes, the National Hanks shall keep and hold in their vaults the whole reserve of legal tender notes as now required by law, and 00 and alttr that time the jreserve of legal tender notes as fat as withdrawn, shall be replaced with void; aod paid banks shall, therealter, be required to hold a reserve in coin to tbo like amount, and for the same purpose as now required by law to be held iu legal tdiider uotes, provided that the Comptrol ler of the Currency may, with the coussol of tho Secretary of tho Ticaiury, allow aaid banks to hold a portion cf sjid re htrvo not exceeding two-fifths of the amount required by law iu the United States notes. SfcC. lie. it further enacted i That the Secretary of the Treasury tusy caue so many of the U. S. notes that may be re deemed under the provisions of this act, to be canceled, as may in u judgment be uccesnury to the proper limitation of the currency; provided, further, that all fractional cuiruncy that may bo redeemed ihsll be canceled. Stc. G. lie it further enacted. That on and after the 1st day of Jauuary, 1872, the U.S. notes shall cease to be a Icirul tender in payment of debts, but shall be receivable in paymeut of government dues as dow provided by law. Bkc. lie it further enacted, That the Secretary of the Treasury shall have the G)wcr to negotiate and tell bonds of the uited States, to he due in thirty years, and redeemable by the govern tuent after too years, at its pleasure, bearing in terest at the rate of 7 per coot., the prin cipal and interest payable in gold, to such an amount as may be Decennary to carry into operation the provisions of the sec ond tcction of this act. For the American. Concert at Colter's Corner. Mr. Kditor, - Last Friday evening I had the pleasure of attending a concert at the above mentioned place, conducted by l'rof., Wilson of Hamilton. It seems that the good people of this place are not lack ing in their appreciation of musical cul ture, as their elTorts for some time past, and their first appearance in publio on Friday evening abundantly proves. Con sidering tho limited lime for preparation. their efforts were creditable indeed. Much credit is due somo persons who did not participate in the exercises, but rendered assistance otherwise, believing, it seems, they would to repaid iu seeing their chil dren and friends benefitted. The son-; by little "Josio" was very pretty, as were many of tho glees and choruses by the choir. Everything passed off quietly, and an sec men 10 do ssiisucu witn tbe even ing's entertainment. Prof. Wilson un derstands himself exactly, and is doing pood wherever ho goes, in teaching the children and young ladies and gentlemen how to resd musio in a few lessonsa thing which before seemod to them almost impossible or the work of months. If more attention were given to vocal music than it now receives, it would bet ter society. The social circle would be rich with tho melody of song, and the house of Ood re-echo the praise of Zinn, auog not by the few, but by the many. What is the matter in some of our eburcho? In some congregations thcro can scarcely be found any ono who has eouGdeuco enough in himself to lead in singing. When he tries, ho must sing the saino tune he sang last Sabbath, vis: "Wiudhaui," which must bo luodiGcd, if necessary, to suit the monsure. In order to obviato tho difficulties in tho future, let the young lo property taught, and let muuo have that attention it deserves not the piano alone, but rather thst of tho human voice, the sweetest of all music. While the ofpan er ötl er instrume'nt'rriay bave some influence, tbe music of voices blended in hymns of devotion remains as ever the most powerful accompaintnent of the gospel in converting souls to Christ. When society shall have assumed its prop per position in this respect, oar social in tercourse will be sweeter, our minds and hearts purer, and we will have advanced much farther in the bright and shining way. . - .
