ASK PROBE OF MERCHANT SHIP STRIKE WASHINGTON, Jan. 15 (ANP) —The coast guard and the War Shipping administration have been asked to investigate the conditions aboard the merchant ship SS Frank H. Dodd when 20 members of the crew walked off in protest against sailing with a colored chief steward. The steward, William K. Vance, of New York, is a member of the Marine Cooks and Stewards union (CIO), said “it looks like a case of racial discrimination to me,” but Capt. Raymon W. Racouillat said “the racial issue isn’t involved. The crewmen have taken a dislike to Vance personally.” The Dodd was scheduled to sail for Greece at noon last Saturday, carrying a load of relief shipments of foodstuffs for the UNRRA pro gram. Officials of the coast guard said the matter was under study. WOMAN BECOMES FIRST NEGRO PHYSICIAN ON HOSPITAL STAFF NEWARK, N. J., Jan. 14 (ANP) —Dr. E.
