ATHENS, MtlDAY, OCT. II, 1850. Baltimore, Sept, SO. Both houses of Congress adjourned sine die it noon today. Nothing of moment was done at the close of the session. The mem bers are scattered in all directions. The first slave under the fugitive law, was successfully arrested in New York on Friday, and brought home. The fugitive negroes are leaving Pennsylvania, New York, and other free States, for Canada. There is a regular stampede among them. From Texas. Accounts from Texas to the 20th inst , have reached New Otleans. The papers from this Stale say that the popular feeling in favor uf accepting the proposition of tho United Stales Congress, relative to the purchase of a portion of her territory, is daily gaining strength. Excessive Iktekest. Horace Greeley, npealting of the recent failure of the great flour house, gives his opinion on tho danger of buying paper at heavy discounts. Hpmpiliire or Vermont, who teams it, farms it, peddles, keeps a school, preaches, edits a , newspaper, goes to Congress, buys a township, and so forth, successive years, and always like a cat, falls on his feet, is worth a hundred of these city dolls. He walks abreast with his days, and feels no shame in not "studying a profession," for he does not postpone hit life, but lives al ready. He has not one chance, but a hun dred chances. An Editor. At las! wo have reached the day that terminates this remarkable session. The two Houses will meet at nine o'clock 'his morning, and wind up the business in a few hours. Many members were off South, North and West this morning. In the con fusion cT the Saturday night session it was difficult to know how some of the disagree ing votes were settled; but it appears that the House was unusually pertinacious, and actually carried many points in opposition to the Senate, which is quite a new feature in the legislation of a closing session. The House made important changes in the Senate amendment lo the Land Bounty bill, the Indian bill, and the Naval bill. It was supposed, when I wrote last, that the Senate amendment relieving1 Mr. Ritchie from his contract and making him an al lowance for work done, had finally passsd or would pass by the adoption of the report in his favor from the Committee of Confer, ence, But the House, it seems, rejected the reports of three conferences. Each Committee of Conference was in favor o' Mr. Ritchie, but the House would not agree to either. So Congress, while it leaves the country safe, has left the "Union'' in an embarrassed condition. Mr. Ritchie has just cause of complaint that the House have acted very harshly and illiberally in regard to him. In former cases, it has been usual to allow a handsome premium to printers on losing contracts. Mr. Ritchie signilied to Congress that at the end of the session he must throw up the contract, from inability to go on with the work. The public printing will, therefore, slop until Congress meet rjjain, and make seme pro vision for it. Tho proposition lor n new light cavalry regiment failed in the Senate, hut the rank and file have been increased hy the addition of two mounted regiments, under officers now in the service, and by filling up com panies. in executive session, IN. Sargent was rejected as Recorder of the Land Office and R. Thompson, late member from Indi ana, appointed. Mr. Collier, Collector of the port of San Francisco was rejected, and in consequence of objections urged by Dr Gwin. Nearly all the California and Utah nominations were sent in and confirmed Most of the Officers for Utah are residents of the territoiy. The House set down the salaries of the Judges of the United Slates Courts in California to the ordinary level Mr. Webster's former law associate, Mr, Ilealy, was appointed Judge of the South em district. The rejection of Mr. Peters as Collector for New-Orleans was unex pected. He was offered by Mr. Soule, and the Northern Whigs voted against him because the Southern Whigs had voted against Mr. Frost, the NewYork Apprais er. The Boston Postmaster was rejected on the score of an opposition which he made in the Councils of Boston, to a tribute of respect offered lo the memory of Genl. Jackson. Cor. Char, Cnur. In broad day-light lie loaded up a wheel-barrow and went boldly up to the northern gate and called out to the turnkey to hurry up his cakes and open. The officer supposing him on business con nected with the prison, did so, and the im pudent fellow walked through with his go cart and walked off! lie was not missed until about three hours afterwards, wben he had dissppeared 'entirely,' sure! No matter how poor you have been or how humble your origin got rich ifyou can. If you cannot, then got money enough to mimic the rich. Nick every body you deal with, if they give you an opportunity. Show them a sample, but sell them a poorer article. Lie and cheat six days in a week, but bo sure and be circumspect the other day. If the ptoplo begin to find you out, make a showy donation to some charitablo concern. It is a great protection. Go to fashionable wa tering places. Put up at a first. class house. Sleep in a closet big enough fur yourself, your wife, and a trunk of silks; but bo sure and promenade as though you had millions in your pocket. Fill your pocket book with one dollar bills; and call (hern all 10s and 100s when you look for one to pay away. You will give fasliionablo people tho im pression that you are wealthy; and that is the perfection of good living. Fugitive Slave A fugitive slave has been recovered at Harrisburg, Pa., under the new law. "This hot weather has made queer work with Jones's vinegar," said Sam to Uncle Nathan. "Ha has about forty hogsheads on hand, and he thinks he shall have to get rid of it the best he can; havn't you heard about it?" "No, I have not heard anything. What is the matter; what is lbs trouble with the vinegar?" "It is ell sour." "Sam, you will be the death of some body yet." Vicissitudes. The editor of the New Orleans Delta, who is a friend of Senator Foote, says; "The General came to this city some years ago, with the view of being admitted to the bar. He was examined about the same time we were. He was rejected we were admitted. He is now a Senator, and we a poor editor." All right; Ihe preferred mas is an editor, and the rejected only a Senator. Many of them are preparing to lenve for Canad. in order to escape from those that they expect will soon be in pursuit of them. On .Saturday, a largo number of them left the city, and some of the first lintels are left very bare of ser vants by this sudden movement.
