the largest and most enthusiastic
Democratic conventions ever held in
this county met to-day. A full ticket
for county officers was nominated.
Gen. Joe Wheeler was indorsed in a
handsome set of reeo utions, and the
Congressional delegation, which wus
almost unanimous for him, as was the
reeeting, was instructed to vote for
him as a unit in the convention.
Great interest in the general's huhulf
has been recently aroused by efforts to
defeat him, and Lis friends now think
that his triumphant return to Con
gress is assured.

Richmond, a wealthy citizen of Ht.
Joseph, Mo., whose sudden and mys
terious disappearance from his home
January Kith, created a sensation, was
discovered to day at the Leland Hotel
in this city, under an assumed name,
and evidently insane, lie had been at
the hotel since March 3 ', but had
managed not to attract special atten
tion until to-day, when he announced
his intention of causing himself
to be incarcerated in the Kankakee
asylum. 'I he doctor is much ema
ciated. Where he spent the time be
tween the date of his disappearance
and March 30th is not known. It was
supposed that financial troubles had
caused inni to commit suicide, but
the insurance companies refused to
take that view of tho case. The poli
cies on Dr. Richmond's life segregate
$00,000. Mrs. Richmond will prob
ably leave St Joseph to-morrow to
take charge of her husband.

Lonixik, April 6. The Cabinet met
at noon to-day and remained in ses
sion until 2 o'clock. Mr. Gladstono
laid before the Ministers his Irish
home rule scheme. It is reported
that the discussion which followed re
sulted in continuing the ministerial
opposition to certain feature of the
Prem er's proposal. Tho Earl of
Kimberly, Secretary for India; Mr.
Childers, Home Secretary; Sir Wm.
Vernon Harcourt, Chancellor of the
Exchequer, and Mr. Mundella, presi
dent of the Board of Trade, arc, it is
said, as much opposed ns ever to the
feature which surrender control of tne
customs in Ireland. As Mr. Glad
stone remains firm, the Mininters, ru
mor says, will resign.

sent by her Majesty this afternoon to

House of Commons this evening that
Messrs. -Mundella and Clnlilers had
resigned their seats in the Cabinet. It
was expected that Mtssrs. Fowler,
Henenge and Broadhurst would se
cede from the government Thursday.
The consensus of opinion was that the
frresent government was doomed. The
atest inlormat on, however, is that
tbe Cabinet feud has temporarily
abated. Mr. Gladstone modifies his
proposals regarding customs con
trol by giving the English Par
liament the right to veto all
fiscal enactments of Ireland providing
that an imperial receiver shall collect
customs and excise, and making im
perial claims the first charges on the

Mr Gladstone paid a glowing tribute
to the lute W.. E. Foster, in tho

spoke of the universal and deep regret
that is felt in the less of so worthy a
man, and said thut Air. torster had
been one of the most distinguished
members of the House. Ho was a
man worthy to bo remembered, both
on account of his public: acts and his
fiersonal character, lie hadenrned a
ligh place as a legislator .through
carrying with great ability, two mens
ures oi high importance and complex
ity. These were the education and
the ballot acts. Mr. Forster, aid the
Premier, was a man of uuflinc ing
courage. 1 hough a lover ot peace, he
was profoundly a tached to the wel-
lure and greatness ot Ins country and
was acutely sensible to whatever per
tained to ita honor.
When Mr. Gladstone had finished,
Sir IV ichacl Hicks-Beach, the Con
servative leader in the House, arose
and said : -'After the eloquent eulogy
of Mr. Forster just delivered, I can
only add that the Conservatives cor
dially sympathize in the tribute that
has been paid to his memory. We
feel that the nation has lost a man of
high tourage. great ability am", sincere
devotion to his country." The last
words uttered by Mr. Forster before
his death yesterday were, "No home
rule."

Gladstone consented to eliminate the

A TKST CASE.
Last week K. G. Jones, a commer
cial traveler from Philadelphia, who
hud offered to pay hix license tax with
State coupons which wero refused,
was arrested for selling goods without
a license. His cose came up for a
hearing before tho Hustings Court of
this city. Counsel demurred to the
indictment that Jones was not liable
to prohccution because he had ten
dered Virgiiiia coupons under tho de
cision of the United States Supreme
Court. Alter argument tho court
sustained the demurrer, holding thut
the accu ed hail a right to (jo on with
his business without a license after
the tender of the coupons and that
tho prosecution could not be main
tained. Jones was bailed and the case
wril be taken to the Supreme Court of
Appeals of Virginia. Jones has Btied
all the State officers having a band in
his arrest for unlawful and malicious
arrest, with damages at JIOO.OUO.
