BANKS AS GOVERNMENT AGENTS. Having given llie Virginian a respite oiaoiue two or thrae weeks, in winch to digest me uirh/ facts we lud necssion in present In connection with batiks and bank ing, we b*g leave In trouble it with a lew ulbersofa sim ilar turt—Republican of Thxnntaylosl: This is really cool. In the Virginian of the 13th anil 20th ult., we gave a pretty extended ex amination, and wo may say refutation, of all the Republican's insertion* About the Hanks. It w as not answered by that paper, though it promised to do so. The nexi issue did not contain the promiseil notice, nor has it yet appeared. And vet one would think, from the above paragraph, tre had failed to reply to some article of the Re publican. Passing over the old matters in controversy, the Republican,of Thursday, tenders a new issue and charges the Rank of the United States with having refused to redeem its branch notes at the mother hank and vice, versa, and with divers oth er malfeasances. W'e arc not the apologists of the manner in which the Rank was conducted at nil times. Doubtless, it often behaved badly.— We have no time nor inclination to enter into a controversy about these old-world stories. \\ both er the charges were true or lalse, our readers of the present day care but little. We have enough topics of present interest to occupy our columns. (jr3* The Union has every day a new story of ' some diplomatic correspondence, with this or that Minister, conducted by Mr. Clayton,in every one of which, according to Ibis organ of the Foreign Legations, lie has been roughly bandied and the character of the country lowered. Supposing these stories to be true, the Union must derive them cither from the foreign parties to the nego tiation, or from sjiies in the State Department.— In either case, it seems to have been imposed upon. All its allegations have been pronounced unequivocally false by the Intelligencer and Re public, speaking by authority. The Union accounts for this attempt of foreign powers to trample upon our Government, by the discovery it alleges they have made, that the American people have been foolish enough to elect to the Presidency a mere dolt—a man utter ly incompetent to the discharge of his duties—and hence, says the Union, "they (foreign ministers) believed they could with safety alter their con duct and their tone of language in treating or ne gotiating with our Cabinet.” Now, it is very true that the Union has done its best, to make the world believe Gen. Taylor was a mere imbecile, but it arrogates loo much when it supposes its character is such as to give the slightest weight to its assertions. Were its statements believed, even bv those whose organ it is, the country might indeed he exposed to insult. In the 15th Congressional District, the representation of which is vacated by the death of Mr. Newman, member elerl. there seems to be a difficulty in selecting a Democratic candidate. The two gentlemen, most prominent, are Col. G. W. Thompson and T. J. Martin. The former is recommended by the fact of his being victimized by the present Administration—having been turned out of tire odine ol U. S. District Attorney. flr3* The Life and Correspondence of William Wirt, by the lion. John 1*. Kennedy, of Haiti more, has just boon published by Messrs. Leo Blanchard, iir two handsome octavo volumes. It will be eagerly sought after, not only irt Virginia, but throughout the Union. $3* The suit between Mr. and Mrs. Butler has resulted irt a decree for a divorce. Both par ties are at liberty to marry again, We presume that she is now giving her readings in Sltakspearc to numerous audiences in Philadelphia. It |!i said that Mr. Calhoun has announ ced his intention to resign his scat in the U. S. Senate. We know not what credit is to he at tached to the rumor. Wo should most sincerely regret if it prove well founded. The M auyland Election.—The election for members of Congress took place on Wednesday last. Both parties were sanguine, and we have been disposed to regard the result as very doubt ful. Possibly we may be able to give some re turns in a Postscript. We had no mail from Richmond on Fri day night. We do not know where the fault lies. The disappointment is vexatious enough. 03* The persons indicted for the Astor Place Riot, in New Y"rk, last May.hnve been convicted, and sentenced to the Penitentiary for varioas periods. Edward Z C. Judson, the editor of a miserable and infamous sheet, called “Ntd Duntline’s Own,” was the ringleader. In the course of the trial, one of the witnesses, when naked what was Judson’s profession, answered, “that of a riot er.” 00* The news from Florida indicates that there will be no Indian wa;. This will he sad news to many of the citizens of that State, w ho, w ith a lively remembrance of the manner in which the national treasure was poured out there, during the last war, have been hoping fur another opportunity of enriching themselves at the public ex pense. 03* Tip Hon. Sir : In the National Intelligencer of to day I have read with astonishment and indignation the ‘following paragraph, in a communication from the French Mm later, M. II hat do you sayf FOREIGN. INTERESTING FROM SPAIN, Effect in Mulrid of the Threatened Invasion of Cuba Our advices from Madndaieof the 8th inst. The news from the United Stales nhtive to the in tention of certain persons belonging to the United Stales of America to gel up an expedition against Cuba, has excited the attention of the Spanish Goverment, which has determined to offer every resistance to such a project. General Roncali has already received categorical instruc tions on the point. El Paris, of Madrid, has the following article relative* to this matter. ' . In our yesterday’s number, we inserted the text of a proclamation issued by the Right Hon. the President of the United States of America, General Taylor, wi It the object of denouncing to all the agents of the civil anil military government of the Union, the project of an ar med expedition against our V'est Indian possessions,or against some of the provinces of Mexico, organized, u would appear, by certain unoccupied adventurers . The proclamation explicitly and energetically condemns any such project, and orders its authors to he given up to the judicial tribunals, as guilty of a vio!at:on of the law of na tions. This conduct, which is highly honorable to the loyalty and foresight of the Anglo-American government, thus affords tho most direct denial, the most complete and authoritative explanation, that could be* given to the rtt mors of the invasion of Cuba by a foreign |>owcr, which have been for some time past so extensive ly diffused ami so generally accredited. According to the proclamation before us, it appears possible—and even without the pro clamation, it would always have appeared to us natural — that amongst the multitule of vagabonds scattered throughout tho vast dominions ol tlie* United Ma es of rsnrui .A.neriL.i—aim iw-y arc gunuruiiy eompoM'u those who, proscribed in Eu'opc, fly thither to escape from the consequences df their crimes, or to seek a rcrnr <!y for the misery which persecuted them at home—a few persons should have conceived the Vandalic scheme of desperately attacking our American possessions, like a phalanx of banditti. We are not surprised to hoar that these adventurers, thinking In find in this enterprise more chances of honor and pr« fit than in California, have renoun • ced the dubious supplies of gold offered by the sands of the Sacramento, and proposed to seek their fortunes by more hazardous means. / To us Spaniards such Attempts would not appear wr.r thy of the slightest attention; unless the government of the Union were to tolerate or to protect them; but from the moment the latter condemns and prosecutes them so spontaneously and openly ns General Taylor has done, they lose all llieirimportance, apart from what they may derive from the circumstance that they nflfird an Oppor tunity for a renewed testimony of the respect and loyal ty with which a friendly government views our flag in • he American colonies. It is certain that exclusive ol those absolute and common duties imposed on all coun tries by the law of nations, there exists between Spain and the United States of America ancient ties of grati tude on the part of the latter, which th**y could not for get without tarnishing their honor. On the other hand, no attack of our Antilles by the Anglo American Union, would be viewed with indifference in Europe since the permanent retention of thoso colonics by the Spanish crown, is now one of the surest guaranties of an exact equilibrium in the respective political influence and mer cautile relations of the various European and American States. Thus it is that neither reasons of justice nor arguments of expediency con hi ever urge the government of the United States to violate the territory of our colo nies; it is sufficient, however, that these projects of tisur pat ion should have been conceived, in order to provoke a formal falsification, through the medium of the Presi dent. We rejoh e at this declaration, w hich effectually disposes of a! I the rumors circulated with t lie notorious intention of exciting apprehensions on the subject, and removes all pretext for those protests and jealousies which never produce good rcauitj. 1UKKIIUK Married, on I lie'dd msi., by the ilev.
