boat, are hereby constituted and appointed inspector* to
execute this act, lar as the same may be applicable to
the Ch.-sapealte hay and the waters tributary' thereto,
within the jurisdiction ot this State, together with such
other inspectors as mav tic appointed bv virtue of this
act.
3- The branch or license issued to a pilot according m

iu any other manner, any slave or person held to service or
laUir. or anv person charged with any crime, be found on
beard of any ve.-td whatever for the purpose aforesaid, or

the Virginia and ports north of and beyond the capes of

ever. that for every inspection of a vessel engaged in the
coal-trade the inspector shall not receive a greater sum
than two dollars
9. Any inspector or other person apprehending a slave
in the act of escaping from the -tata on board a vessel tra
ding to or belonging to a uonslnvcholding state, or who
shall give information that will lead to the recovery of any
slave as aforesaid, shall be entitled to a reward’ of one
hundred dollars, to be paid by the owner of such .lave, or
by the fiduciary having charge of the estate to which such
slave belongs, and if the vessel he forfeited under the pro
vision* of this act, he shall, be entitled to one-half ol the
proceed* arising from the sale of the vessel; and, il the
the same amount* to |1ii0, he shall not receive from the
owner thp above reward of *liw>.
In. An inspector permitting a slave to escape for the

II. No pilot acting under the authority of the iawa ol
this Slate shall pilot out of the jurisdiction of this Stale
any such vessel as is described in this act, which has not
obtained and exhibited to him the certificate of inspec
tion hereby required; and if ativ pilot slinll so offend, be
shall forIvit and pay not less than twenty nor more than
titty dollars, to be recovered in the mode’prescribed in the
next preceding section of this act.
1- The courts of the several counties or corporations
! situated on the Chesapeake bay or its tributaries, bv an or
i der entered of record, may appoint one or more inspec
tors at such place or place* within their respective districts
ss they may deem necessary, to prevent the escape or lor
the recapture of slaves attempting to escape bevund the
limits of the State, and to search or otherwise examine all
vessels trading to such counties or corporations The ex
pense in such cases to be provider! for by a lew on ne
groes now taxed by law, but no inspection by eountv or
corporation officer* thus appointed, shall aupercede the in
spection of such vessel by pilot* and other inspectors, as
specially provided for in this act.
IX. It shall be lawful for thp county court of any coun
ty. upon the application of five or more slaveholders, rvsi
dents ol the counties where the application is made, by an
order entered of record, to designate one or more police
•tatio.is m their respective counties, and a captain and
three or more other persons as a police patrol on each sta
tion, for the recapture of fugitive slaves; which patrol
shall be in service at such times anil such stations »- the
