Mr. Hale liked the l>ill very well. He thooght it a
much fairer proposition than he could have expected, con
sidering the source whence it emanated, but the difficulty
was likely to be that this administration in carrying it out
would not do so in a tair and impartial manner. He then
pointed out his objection* to the bill.
Mr. Adams moved to amend the bill by striking out that
part which gives the right of suffrage to all per-ona who
shall have tiled their declaration and intention to become
citizens ol the United plates, in compliai*ce with the nat
uralization laws.
Mr. frittenden hoped tin-amendment would be adopted.
He thought those foreigners who liaii declared their inten
tions to become citizen* had no more right to rote than
those who made no such declarations.

bill, but that, lor political purposes, was encumbered with
propositions to restore the Missouri restriction, and thus
