It is true that I did make to the City C -urci! an esti
mate of the probable Italance that would remain In the
city treasury at the etui of the tiscal year, and some re
macks accompanying it, which estimate waa noticed by
the Reporter of the lb-patch, and published in that pa
|H-r ; but in making that vt.mata. I Mid that I did not in
t.-ud it should be considered strictly accurate, but mervlv
an approximation, for 1 had not the necessary data to
make an saturate estimate, nor will such exist until the
end ol the fiscal year.
Tbs reasons which Induced me to notice the eily

served: and I must add, that a systematic effort seen* to
have been made, not only by busy bodies who exist in
eiery community, but those who from their position ought
to -ostain the Council, and by its hirelings to reader
many of its members unpopular in ibe public estimation

1 find that I overestimated the amount which would be
promptly paid to save 10 per cent on the taxes. I enter
tained the opinion that when so large a saving would bs
effected, bv paying only ooe-haif the taxes in June that

privilege, but my anticipations fell short ol the reality
though 1 -aid st the time, that perhaps I h ad overestima
ted the number ot citUcus who would promptlv pay their
taxes, then-lore, in this particular item, there is no palps

Again, I stated that the value of real estate waa be

dollar- in the estimate of grave importance. I would put
down the taxes on real estate at *170,Owl.
These are the only items in the estimate 1 mad- to the
Council that I suppose Equality with aU his ingenuity can
construe as palpable inaccuracies, and I leave them with
out further comment to a'discerniDg public to sav whether
they be inaccuracies or not.
It appears to me that when a person undertakes to cor
rect others, particularly when he has given the subject
•some investigation," be ought to be cautious not to com
mit errors himself, and wheti he finds it necessary to use
such strong language to the -tatements of others! as pal
pably Inaccurate, that inaccuracies should not exi«t in hit
statements in which he says “the public are so deeply i«.
terested but such is not the case, and for the edification

line that the taxes ol insolvent persons la»l year wero
*19,011.15 and no doubt this year will exceed $20,000

ordinance reducing the appropriation has pa—cl the Coun

ready made by the Council not included in the estimate

will be called for during the year, many ol which no doubt
will be allowed by the Council; for instance :

timates ol the late finance Committee falling abort proha
blv two or three thousand dollars—and mauj others , but
let the above suffice. I think I have clearly proved that
heavier taxes have not been imposed on the citizens
ol Richmond than were ahsolntelv nceetwary. I.et me lav
to Kipulity. that should his estimated surplus remain
alter meeting all the city liabilities the present year, that
over f I'tO.OW of city debt fall* due duriug the next year
and in January. 1853, and that surplus could be usefully
employ >-d iu part payment of that debt.
In conclusion, 1 wdl say that I have duly aopreciated
the honor conferred upon mV by my fellow-citixen- of Mon
roe Ward, in conferring on me the important and response
hie office of one of the Council lor the city of Richmond
without solicitation on my part, though almost a stranger,
that I have so far discharged it* duties to the beet ol my
ability, without fear.favor, partiality or affection; but should
at any lime, a respectable portion of my constituent* dis
approve of my conduct, by informing me ol such diaappio
val, I will cheerfully resign.

damaged.
The whole property is owned by James S. Blander, ol
New Orleans, and the damage ia abuul 86.000. covered
