our Revolutionary struggle by preventing the Federal
Constitution from being perverted to purposes neither con

uted more to elevate our National character and to in
crease our power, than any other measure or series of
measures since the recognition of our Independence. It
has, after a protracted and severe struggle, not only re

but torever exploded tile idea of the necessity of such in
stitutions, and established a constitutional svstera for the
sale keeping of the public moneys and tbo pel formalu-r of
duties for which a National Hank was claimed to be indis
pensable ; this system, after having been the leading ob
ject of the fiercest partisan assaults, having by its salutary
action won not merely the acquiescence, but the positive
tavorofall parties, a result which it may with truth be
said has not been realized by any other public measure
that encountered similar partisan hostility since the adop
tion of the Constitution.
But the limits ol a letter will not admit of an enumera
tion, much less an examination of the advantages aecur.-d
to the country by the rise and progress of the Democratic
Party. To restore and preserve the unity or a party
which can boast of such a history may, very properly be
regarded as a matter of national concern, especially in
respect to the influence it is, when united, capable of ex
erting in a Stale to which has been conceded the high
Honor ol 1 laving by its unexampled exertions and com
plete success secured the Republican triumph in the civil
revolution of 1340—which has on subsequent occasions
rescued the Democracy ol the nation fioni impending de
feat by inlerposiug iu iu favora vote which no other Stale
L-ould give, and without the support ol which no man has
yet reached the Presidential office.
It needed not our recent experience to show that occa
sional disruptions of par ly ties are unavoidable iu respect

sections. Ot these you have ou both sides had your full
shares, and justice to vours. lv,-s as well as to the general

dation ol our division were entertained, and we would
have been more than men, if iu enforcing our respective

This is the best, if not the only way in which such a re
