W« observe, from the Charlottesville Adaoeale, that some of the farmers of Alliemarle ere complain ing heavily of Uie increased value put upon '.heir lands by the assessors. This increased valuation, a they say, will necessarily involve an increase in the amount of taxes. This, in all probability, will be the case —but we do not see how we can help our selves. The per rent urn is always so fixed as to raise a certain amount (hr the State Treasury. A low valuation, in the present financial condition of the Slate requires a high per centum ; ami a high Valuation ought consequently to lead to a reduction of the ad valorem. So that, fairly managed, it ought, in the long run, to amount to the same thing. We very much (ear, however, that there will not be a diminution in the per centum, corresponding with the increase of valuation. Our law-givers have be come so much accustomed to raising the taxes high er and higher every year, that we are afraid they will stick to it from the mere force of habit. Wbcu Qov. Wise, in his electioneering peregrins lions through the State, announced that ii might lie j necessary 10 make the people “groan" with taxation, to carry out his wild and visionary schemes of inter- j nal improvement and education, the farmers of Vir ginia thought it was a mere figure ol speech, having no special significance beyond giving a tine turn to his declamation. It so happens that although none of Gov. Wise’s absurd propositions have been cai rie 1 into practical execution, the people are already beginning to groan, even under the taxation render ed necessary by the debt alrea ly existing. \ et, not- [ withstanding all this, we hear that it is again pro posed to convene the Virginia Legislature—which, ol itself, would involve a considerable expenditure of public inmey, to say nothing ol the chances of «p propriations. In view ol the financial condition of the State, and the grumbling and discontent of tin people, we sub nit that economy tn our State atfiirs j sj.i i d be rigidly consulted. We want Virginia to ; m lintain her position of financial independence a id ■ gilvency. We saw a statement in a newspaper the other da.", iwhich we believe to be correct, though we do not positively know it,) that the Illinois Central Lnil road Company, after selling land enough to pay for the entire construction and equipment of their r->a I, had enough still left, if sold, to amount to twenty millions of dollars. Think of that! A inaguiticent railroad penetrating the entire State, and twenty millions of dollars worth ol land—all derived from the bounty ol' the General Government—while old Virginia, for similar purposes, lias to deplete her Treasury and impose a heavy tax upon her citizens Is this right? If the credit of the State is to be maintained and the burdens of taxation lessened, it is plain that we must bend all our energies to the diminution of lii public debt, au l do nothing to increase it. In a mat ter of this sort we are not conscious of being inti-i enceil by any parlv considerations—though we he lievu that the debt of the State would not have been as large if the Whig p iliey with ref-reiice to tin public lands had been pursued.
