Tor the bundleth time If. Kossuth is before tbe public
with hie pleading* for tbe European democracy,—one
speech on TDeader; another on Wednesday, in which bo
baa tbe impertinence to lecture us on our alliance* and our
allies. The English press baa bebared with such forbear
ance on these subjects that we are not inclined to brook M
Kossuth's meddling in aurb delicate mailers. The prover
bial restlessness ol exile teems to allow such men no quiet
The spirit which plunged th«-in into conspiracy and insur
rection at home is Mill at work, embittered by the waiting
and privations of long year* ol banishment. It ia only by
the supposition that continue brooding over suffering
wsrps all political judgment that we can explain tbe fact
that unceasingly, in season and out ol aeasoo, in prirato
and in public, io writing or io speech, the revolutionary
leaders arc full of their one theme. They must be aware
how small are the effects of this pertinacious propaganda,
how nairow ia the circle which their preaebiog* influence^
how wide ia tbe opioiou that they are fanatical disturbera
ol the public peace, unworthy the attentioo of any serious
man. Even Liberals, who bare as kindly a feeling for
Hungary or Italy as tbe most fervid dedaimer, grow tired
of the egotism of these champions, whose opinion of tlieir
own merits is only balanced by the readiness with which
they impute incapacity, or sinister motives, or actual
Crimea to every one concerned in the- transactions on which
they dilate.
At this crisis io European affairs, when the results ol a
great war and tbe preservation of a fortunate alliance are
at stake, H. Kossuth comes forward to lecture oo “tbe
position and prospects of tbs Italian people and the for
eign policy of Great Britain." Now. oo both these sub
ject* one might fairly eipect a little modesty and diffi
dence. M. Kossuth ia not an Italian. As for as the world
knowa, he baa never been in Italy. In any case he can
know no more about it than thousands of other foreign
ers. t et his boldness of aaaerlioo knows do bounds. He

with safety and liberty, is pleased to harangue English

After this country has concluded a bloody war, underti

will dare to make Great Britain subservient to despotism.
I wish British statesmen will mind that now.” When

the matter.
M. Kossuth is, of course, for universal revolution. Po
und, Hungary, and Italy are to rise against their oppres
ror. ; the.r nsme. we to be the watchwords of E.ropean
liberty We bad thought that the event* ol the Ust three
years, the humiliation of Rural., the securilv guaranteed
to Sweden and Turkey, the high position taken by a na
tive Italian State, had been gains to the cause of freedom
and human progress. But not one word of acknowledg
ment for inch services is vouchsafed to the country which
shelters him. Nothing that we have done la of anv ser
vice. “Protocols would not drive the stranger out of
Ita y ; diplomacy would not effect the independence of (be

dence; but that either now or at any future time this
country wishes to see a repetition of the popular tumults
of lfrtS we wholly deny. A speaker who is so ready in
hi* denunciations of ail the most eminent leaders of the
revofa nonary paity might be e spec ted to hesitate before
trusting the fate of countries which ha loved to men who
might be uo belter Ilian their predecessors. Hut M Kos
suth huso suck scruple*. The hope, of improvement
held out by the breaking up of the old no-ibern alliance
by the increase of communication and the spread of knowl
edge, are all disregarded, and the services of the Western
I owers are repaid only by tauuta and disparagement. At'
the sauio time, wherever there are headstrong passions or
brooding discontent the speaker trie* to rouse them to ae
bon, by declaring the moment favourable for civil war_
What can we say of this patriot’s morality when, knowing
what bo must know, be tnes to pursued# the youth ol
Milan and Rome that a rising in their cities would be fol
lowed by an insurrection in Hungary and Poland? J, j,
charitable to suppose that be knows how little importance
will be attached to hia words, and that his Manchester lec
ture will be considered merclv es belonging lo tbe class of
monologue entertainments which are now in vogue. M.
Kossuth must esbibit in the character of an universal rev
olutionist; for in It he has achieved all hia fame.
Our opiaioo* on Italian affairs are well known. We
would gladly see, and hope before long to see, a better
system introduced into that ill fated mnmr. *nA -_i_
discontent banished by prosperity ami good government,
as bas been the case in lands once as unhappy and reet
lesa. But at no timo have we counselled any popular
movement which would excite the (ears and draw down
the invasions ol the great military Bute* ol Europe The
enthusiasm of mulliiudes and their self chosen leaders we
know to be no match tor the solid organize two ol monarch
