telligence and lucidity, that it needs neither explanation
nor commentary to be Tally understood by tha community
at large; but for tboas who may b* more closely interested
in the matter, I think that lb* addition of a law explana
tory remarks will not be amis*.
I must observe that luting no interest whatever with
tbe contemplated establishment, I, as a citizen merely sub
mit BIT observation*, and wbat I am aware ia tb* condition
of tb* trench Company. This company is in prrsaraiion
of a ra,t. capita/ ol silty million franc* and ask no ad
vance whatsoever of Virginia or any other Southern Slate.
The company owned a few weeks ago, eight Steamers of
X,6i*i tone, tngsged in regular voyages between Havre
and Rio Janeiro, New Orleans, and New York. The re
cent loss of the Lyonnai, haa reduced them to aeven • but
tiier* are on stocks in Nantes, two steamers that are to be
delivered to th* company iu January and February next
and a third one deliverable iu March ; so that the compa
ny will have at its disposal in the spring of 1847, ten «tea
niers, inferior to none in existence, but superior to many
on account of the improvements introduced of late in nau
tical constructions, and offering the advantage of cheap
uese in the transportation of freight and passenger*. The
proposal ia to run a moothly line, but should an increase
Of business require it, the voyages could be made semi

to purchase any number ol vaaseU, which on account ofs
