We arc wholly ig norant whether or no there may be any especial articles of couveiition whieb would liberate Xeuchatel from so anomalous a position. Whether these questionable rights a.-e exhausted by ;he appointment ot a chitf officer and certain subord nates, or whether Prussian authority is to iie continuously exerted throughout every department of internal admin atration, we a e, as y •!, maMo to rfflrm. The probability is, that there nerer has been any clear understanding on the subject, but that both sides l ave oeen content to let matters work on, in the hope of deri ving advantage from the chapter ol accidents and the lap-e of time. In writing upon a former occasion on this subject wc laid before our readers the medueval history of the canton, and showed how it passed by inheritance to the reigning family of Prussia. The connexiou between Prussia and Xeucbatel has not been an affair of war or di plomacy, but one of inheritance. There it no higher mo tive of public policy why Prussia should continue to ex ercise authority In this little canton than in the shire of Huntingdon or the department of the Nievre. In 17t>7 the King of Prussia,who of all the claimants had the worst title,^succeeded iu his claim bv fraud. In the great stiug -le with N ipoleon it was ceded to him by the King of Prussia in 1819, and by him given to Marshall Berthier._ in lsl-t it was ■catured to Prussia; iu 1815 it became a canton of the Swiss Confederation, certain rights as we have above stated, being reserved to the King of Prussia. In the yesr 1848 the canton assumed the republican form of government, and a short time alter the King of Prussia formally permitted his faithful subjects in the canton to take share in the administration of public affairs, even under the Republi can order of things. Kraut that period to tho present the canton has been the scene of an underhand struggle be tween the Royalists and the Republicans, much in tho same way as in old Hreece in tho outlying States thero was ever afoot a contention for power between tbe oli garchs and the democratic psrty. At length the smoul dering fire broke out for a moment into actual flame._ Tho emissaries and partisans of the King of Prussia raised the standard of insurrection iu hia name. There wa* fighting, and blood was shed. The King of Prussia now claims the release of his defeated partisans in tho n»>r c of hi* suspended authoritv. We should think the recog nition of his claims cheaply purchased at the cost of adeti nite settlement, which would put an end for ever to these unhappy disputes. The faith of treaties and the interven tion of diplomacy are invoked. It has just been announced in a Herman journal that a Prussion note is to be read to the Council claiming the liberation of the prisoners, and !t is said that if its requisitions be not irstant ly complied with the King of Prossia ia about to seize npon Echaffnausen as a “material “guarantee." One would have thought that the continen tai Sovereigns had had enough of “material guarantees" for some time to come, and, to speak the truth, we attach but little importance to the rumour.
