The report was adopted aod the committee dUcharged. Rev. W. II. Hill, of California, wanted to know whether the adoption of the report of the committee and their discharge from tha further consideration of the subject, wav to be considered aaa negative ot the amendment, ends dual disposition of it. The President aaid he so considered it. Mr. Hill aaid that in beglelatire bodies, when a com mittee asked to be discharged, the subject from the con , aidcratioo of which they were discharged came up again In Its regular course, to lie dually acted upon by the body. The President stated that, according to his impression, the matter waa disposed of when it was returned to the House from tha committee. Mr. Newton, of Maas., expressed the opinion thnt the subject was not disposed of by the action of the com mittee. He hail always claimed the right lor himself, and for the body, Of which lie waa a member, to discuss such action. The President stated that it was in the power of the House to re-ronaider the rote by which the report bad been adopted. Rev. Dr. Stevens, of Pa , said the report which had been adopted waa simply an expression of the opinion of the committee. M hen they ask to be discharged it does not discharge the House from the consideration of the matter in question, which could be called up again at aur time fbr further deliberaitow. Mr. Taxewell Taylor, ol Va., thought it would be per fectly ro isistent with the practice in legislative liodies. | 11 take up and act upon the report of the Committee at auy time that they thought proper. He thought a Com mittee could not, by its action, dispone, finally, of anv subject. It would be giving to the Committee more pow er than they ought to have. He honed, therefore, that the vote, which had been takeu, would lie reconsidered. (iovernor Allaton, of South C rolina, would suggest gest that the ipication ol discharging a Committee did not necessarily take any subject from the consideration of the House; hut that It does so in practice, gentlemen familiar with parliamentary usage would admit. This was only to simplify the journal, aud prevent an unne cessary consumption of time. There was no reason why the matter should be laid aside entirely, and it wav pro per lor any memlier, in favor of the measure, to rise and ask Its further consideration; yet,ln his exparirnce, when a Committee waa discharged, the subject which hail been referred to them was considered die|io-ed of. Juilga Chambers, of Maryland, said, the Committee having reported, ns a necessary sequence, they were dis charged writhout any rote of the House. According to the mode of procedure in delitu-rative bodies, a question once decided, it is so considered; and if a question ia de cided by a Committee, that Committee is necessarily dis charged: why should they hare under consideration a mat ter that cannot ho brought lorward for discussion, lie held, therefore, that if this report lie adopted, it would preclude any gentleman on that tloor from making amo tion to iliacuas the subject. Her. A. A. Watson, of North Carolina, did not under stand that the recommendation ol a Committee, made in the manner in which this reeoninn-udatiou was made, ever o(a-rated to the defeat of a matter that had been referred to them. One of the methods in which reports are made is, that they deem the proposed measure inex pedient, and recommend that it do not [wax. luevitablr, then, the subject comes up again. This Committee, hoa ever, make no recommendation whatever, and simply ask to be discharged from a further consideration of the rattler. He respectfully coutcuded that this t'ommittev has nothing at all to do with the matter at issue, in ref erence to the proposed amendment of the I. Article ol the Constitution. When the Committee is discharged from the consideration of the amendment, the resolution in tlie original bill lays upon the table, and comes up iu its regular order, anil is acted upon by the House. Mr. Winans, of California, did uot think the action of Ihe committee final, aud argued in favor ol a further con sideration of the subject by the House. He moved a re consideration of the vote by which the committee was discharged and the report adopted. The motion was carried. Mr. Hill, of California, moved to lay the report on the table. Dr. Evans, of Maryland, moved to ntueiid the motion by recommitting it to the committee. The amendment waa not agreed to, and the motion to Ut on the table was carried. Hf. Thrall, ot California, moved that lb# vote of Sat urd ijr, adopting the report from the committee on Canons be reconsidered. The report resds thus : / ‘"The committee on Canons, to whom was referred the re-olotion proposing a certain amendment to Canon VI of 1831!, report adverse to the proposed amendment, and asked to be discharged from the further consideration of the same.” The same committee also reported favorably upon a proposed amendment to Section 3, Canon V. of !»:il._ The original section reads as follows: “Section 1. The evidence of the consent of the differ ent standing committ. ca shall be in the form prescribed for the House of Clerical and Lay Deputies in General Convention ; aud without the aforesaid requisites, no consecration shall lake place during the recess of Hie General Convention. But, in case the election of a Bish op shall take place within a pear before the meeting of the General Convention, nil matters relative to the con secration shall be deferred until the said meeting. The amendment strikes out “a year," and inserts "tSrrr month*,” in lieu thereof. Mr. Taylor, of Virginia, thought the House was acting infortnallv. Let ns adopt the resolution. Mr. Thrall, of California, wanted to know how the adoption of the resolution would prevent the dtvil-aioii of the Committee on Canon*. Dr. Wilmer, of Virginia, called for the order of the day. The rail was sustained. The order ol the day was accordingly taken up, which propose* an amendment to the III Article of the Consti tution. The proposed amendment reads as follows: “Whenever General ton vent ions are held, the Hishopa of this Church shall form a separate House, with the right to organize and propose seta for the concurrence ol (be House of Deputies, aud all acts must pass both Houses." Rev. Dr. Kraus, of Maryland, advocated the nmend nie it in a speech of some length, of which we could not he >r a dozen words.
