Extract from that part of the speech of Mr. Chapman, of Monroe, delivered in the House of Delegates on the 2‘ith and 21st of January last, on the hill for the con struction Hmi Equipment of the Covington and Ohio Railroad, in which the condition of the finances of the State are considered. Mr. Chapman, said, that before proceeding to discuss the merits of the hill, he desired to meet at the threshold an objection that he learned had been urged by some gentlemen to appropriations at the preseut session to works of Internal Improvement, aud especially to the bill under consideration, viz: That the finances of the State were not in a condition to justify It; and that the taxes would have to he increased, provided nppropriatious should be made to works of Internal Improvement by the present Legislature. Mr. Chapman said this was that old song, which uad been sung to every Legislature for the last half century, when an appropriation had been asked for the Improvement of the Sta'e; but ir there was anv truth in such objection he would be one of the first to vote against all appropriations to works of Internal | Improvement, however important they might be, ns un | der uo citcutustances would he consent to an increase ot i the taxes. Hut after a tuo.-t careful examination of the finances of the Slate, he was most happy to say there need he no alarm on that subject, aud he begged the se ! rious attention of the House to the exhibition he was I about to make. He invited the strictest scrutiny, and if ! there could be any error in anv statement he should i make, he desired it to be corrected. He would beg leave to read, ft out the report of the Hoard of Public Works, made to this House a few days since: “The Virginia anil Tennessee Railroad (204 miles long) is completed, aud their report exhibits a very large in crease of reveuuc over that of any preceding year.— This compauy h is for the two years preceding paid up promptly the interest on the loan of *1,000,01 to made by the State. There still remaius over *20rt,ooo of inter est due the State for arrears ol interest on the same loan, which the Compauy will gradually pay up hereafter until the -amo is liipiidated. The pros|>eots of the Corn pauv for the future, warraut the belief that, besides the payment of the interest regularly, they will have the meant, to pay the State a dividend of 6 per cent, on the preferred stock, amounting to 5"",i»00." The amount due from the Virginia and Tenucssee Railroad Company to the State for arteurs of interest, as shown by the report of said Company, amounts to the sum of *292,622 o3, and the repott also shows their un doubted ability to pay it,and that the sum of $1 it'..511 01 will he paid previous to the Soth of June, i860, and the remaing $146,311 01 previous to the liOth day of June, 1861. An examination of the report of that company will show conclusively that they will divide the sum they have pro mised, viz : 5 per centum per annum, which will increase the sum that will be paid hv them into the Treasury over the Auditor’s estimate *18,784.00. Mr. C., said he would take the liberty of reading from the report to show there could be no mistake iu this estimate, ami to show farther what may be expected from our system of rail roads, w hen properly and economically managed. KKIKM'C AM* KXPCXSU. The gross receipts have been estimated at $600,(KM, and the nett revenue at $3(M,0O0, but the result in each at the present time, is more favorable than the estimate. The gross receipts this yeai are, *652,405 (to The gross receipts last year, 587,088 (»7 Increase, *65,366 98 Kxpemea ol administration last year, *290,056 07 Expenses of administration this year, 269,7**8 **1 Decrease, *20,348 02 The increased revenue and diminished expenses make s practical improvement equal to $86,714.95. The expenses of administration, as shown by the Su perintendent's report deducted from gross receipts leave the net balance of $382,696.99. The construction and equipment of the road up to the present time as |x-r Treasurer's -tateinent, amounts to *5,362,910.53. The nett revenue, as above, *282,696 99, gives more than 7 per cent, on the whole cost of the road and equip ments. The Company’s road Is 178 mile* in length, and the average cost per mile, including equipment, is $30,118 71. The g-o-s receipts per mile of road are *3,340 31. The nett receipts per mile are *1.967 20. The current expenses of administration consume 41 3-10 per cent, of the gross receipts. Out of the net revenue, after paying interest, two setni-annual dividends have been paid, the first of tw-o per cent, on the 15th of April, and the second of 2 1-2 per cent, on the 15th of September. The aggregate debt of the Company has been reduc ed more than *115,000, as will appear by the Treasurer’s statement. See comparative debt of this year and last. The report of the General Superintendent shows in de tail the items which make the amount charged for annual expenses, some of which are not common to the opera tions of the road, but might be set down as extraordi nary, and leaving as net revenue *382,696 99. To the Commonwealth, - *84,354 22 To the city of Richmond, - 13,500 00 To the county of Greenbrier, 2,250 Oil To the county of Monroe, • 2,250 (Ml To the county of Augusta,- *00 nO To individual Stockholders, 86,920 Oo -*199,974 22 To the reduction of different classes of debt, including Sinking Fund, - 115,657 92 The balance has been disposed of for tolls due the State on Blue Ridge Road, work Blue Ridge Tunnel, Ac., all of which may be found in the Treasurer’s report, - • *24,300 80 *382 696 91 “The present debt of the Company, in round numbers, is about $l,6ti0,000, and the amount of stock held bv all parties is, say $3,125,000; but when the railroad is in operation as far ns the White Sulphur, suppose each of those sums increased, that is, the debt to the sum ol $2, 000,000, and the stock to the present maximum now au thorized, vix: to $3,400,000. tl per cent interest on $2,000,000 supposed debt, ------- $120/100 5 per cent, dividend on $3,400,000, maximum amount of stock,. 170,000 Annual appropriation to sinking fund increased to $15 i>00, to extinguish the last mortgage 45,000 Surplus - • • " ... 25,000 $360,000” It will thus be seen, said Mr. Chapman, that whilst the receipts of this road are annually increasing, should you estimate that there would he reduction from the nett receipts of last year of $22,696 99, and that the debt of the Company should increased by half a million, a divi dend declared upon h sum $275,"On larger than the pres ent capital, (and which capital will not be increased) that then they would pay the interest upon their debts, a div idend of 8 per centum per annum, set aside a sinking fund of $45,000, and buve a surplus of $25,000. Can there be'a doubt, then, of their ability to pay a 5 per centum dividend ? They can pay, and should pay a 6 I per centum dividend. Mr. Chapman said there was another railroad of which ‘ he feit proud. Its wise management and extraordinary , -uocess cannot be anything else than gratifying to every I Virginian. It has more than realized the fondest hopes of its most ardent friends. He alluded to the Richmond 1 and Danville Railroad. It is 147 1-2 miles in length, and I its gross earnings during the last fiscal year were $351, I e.is 06, and its nett earnings $292,988 38, or 32 86-100 per centum on its gross receipts—and being more than 14 per centum of nett earuiog upon its capital, and more than ton percent, upon its capital and outstanding debt. Id the last liseal year, this Company paid not only tbein terest upon the debt due by it, but more than $2tMi,ochi of its outstanding debt, and a dividend to its stockholders of 4 per centum; of which, the State treasury received $47,343 94 And Mr. C. was iuformed, by the able and intelligent President of said Company, that they would hereafter make a dividend of not less than 6 per centum per annum, unless the revenues of the Company should be diverted to some object not now contemplated ; that whilst there seemed to be almost a certainty that a 6 p“r cent dividend would be made by this company, which would increase the surplus in the treasury on the S"ih of September 1861, by the sum of $47,54:: 94, yet he would net in his Estimate include it. Mr. 0. siyd that he begged gentlemen to remember that this was another striking in stance of the immense benefits that accrue from Virgin ia railroads, under a prudent and wise administration. Mr. C. read from the report of the Hoard of Public Works, as follows: “The road of the South-Side Radioed < ompanv is, with the addition of the old City Point Railroad, which now belongs to them, 132 miles long. They report their net eamings for the past vear to be $201,344 36. The in terest on the loan of 800,000 made by the State has been paid regularly since 1st July, 1858. There still remains unpaid over $180,000 dne on account of arrears, for which thev have at present made no arrangements.” It will here be seen, said Mr. Chapman, that the South Sidy Railroad iu the last fiscal year nude of net earn ings the sum of *201,844 80. (The gross earnings were 410,160 88(—a sum sufficient to pay tho interest and sinking fund on their loan of 800,00ft, and leave the sum of *145,844 .86 to be applied towards the payment of $18o,0im> of arrenr of interest due the State; and no doubt $90,0(8> of the sum could be conveniently applied | to such payment, and thus, in the fiscal years 1860-’61, the whole of the sum of *180,000 would he paid into the treasury. But fearing that some gentlemen might be found who might doubt the ability of the company to pay, as they imagine that this road will be greatly injured in its business, by the completion of the Orange and Alexandria extension to Lynchburg, he would not in clude this sum in his estimate. There is now in the treasury to be invested the sum of about *146 i88t, principal and interest, belonging to the Literary Fund, and a bill Is upou your table, reported by the Finance Committee, to invest it in the stock of the State, leaving the money in the treasury. This bill will of course pass, and will add to the surplus In the treasury the above urn of *146,000. Mr. Chapman said the amount due from delinquent sheriffs, has been growing for several years, until it now amounts to the sum of $446,294. Until lately stringent measures have not been taken against the sheriffs aud their securities, but wiiiiin the last year, as he had been informed by the Auditor, judgments had been obtained against the delinquent sheriffs and their securities for at least three-lourths of the amount due, say for $334,504) —all or nearly all of which is solvent; and ought it uot, therefore, all to be collected and paid into treasury In the fiscal years 1860-'61 ? If officers should do half their duty it surely would; but that he might not over-esti mate, he would sav that but one-lmlf of the amount ol the judgment-' would be paid ; and no part of the $112, *681, for which there were not judgments yet obtained, would he paid. Then there would be added to the sur plus in the Treasury the sum ol $167,250. Mr. C., said that a lew days previous he had stated on that lloor tint the finances were in a condition to allow of appropriations towards in ternal improvement'1 of $10,000,000, if the Legislature ahoidd choose to go so far. The friends of the Coving ton and Ohio bill hoped that the Legislature would ap propriate not less than $4,0"O,Oft0, for the construction aud equipment of that improvement, and he thought 1 e would be able before he couelttd>d to demonstrate that it would be economy to do so. Taking that sum as the basis, he had asked of the very able and enlightened en gineer ol that work to estimate the atnott jt of Interest, »ith one |iercent., for a sinking fund, which the treasury would be called upon in the fiscal year 1*60, and, also, 1861, giving the amount of expenditure each month, as pavments are made to contractors. He has done so w ith great accuracy, and he would give the aggregate ; Interest on Covington and Ohio, provided $4,ft" t,000 should be appropriated, together with Sinking Fund fill ing due iu the fiscal year I860, $6,510 only—iu 1861, $122,674, making a total of 129,184—add $6,00'»,0t ft to be expended in the same manner, the amount of interest and one per cent, for Sinking Fund in the fiscal year 1860 would amount to $9,765, and in the fiscal year 1801 to $184,011 ; total $193,776; or the whole amount ne cessary to pav interest aud set aside one per centum for .Sinking Fund", provided $10,000,0*8) should be appropri. ated, would be in the fiscal year 1860, $16,275, and in the fiscal year 1861, $306,685; total $322,960, and would leave the following result: Surplus as above shown $1,076,239 85 Deduct interest as aforesaid 322,960 00 Surplus in the Treasury, Oct. 1st, 1861 $753,_79 85 Mr. C. said that, with the existing rate of taxes, and an appropriation of $10,00ft,Oft" to works of Iuternal Improvement, the surplus w ould he greater at the end of the fiscal year 1862 than at the end of 1861 ; for, in the fi*cal year 1862, more than $100,000 would, for th - first time, be received from the Virginia und Tennessee Rail road os dividends, and large additional sums from the Orange and Alexandria Railroad, thp Manassa f’r.ip Rid road, tiie Norfolk and Petersburg Railroad, the Ri.-h moud and Danville Railroad, and the York River Rail road, w hich would largely sw ell thq surplus of the fiscal year 1862.
