[from the London Time*, Frb. 17 ] The Congress of the United States has for the Iasi two months presented a spectacle by no means edifying to those who are determined to see nothing but what n excellent on the other side ol the Atlantic. It wa- onlj ou the 1st inst., after a session which commenced oi the first Monday in December, that the House of Kepn sentatives was able to constitute a majority pullicieutli largo for the election of a Speaker. It was rot that tht Speaker is of any particular consequence when he is aj> ] oiuted, but that the House is so split up by f iction thai neither -ido would make this slight concession |0 the other. TueSp-.akcr is elected for two years only, aud i- uot, as with us, a candidate lor elevation to a post ol dignity and honor. Alter Congress shall have expired, the Speaker will return to the tanks of the fellow-chi . ns with only such distinction us the maimer in which he has di-uharged his duty may have earned for him. Whichever side might succeed, nobody doubted that it would have placed in the chair a gentleman fully com pelent to the discharge of hi.- duty, aud it was therefoie inexcusably childish to waste the se-sion in disputes, the result oi which was certain to lie utti-ilv trivial. We must not, however, commit the erior of corapar it g the disorganization and disorder ol public busings which this delay will cause in the l niied Slates to that which would occur if we were to toibcar for two months to name a Speaker for the House ol Commons. With i s, the finance of the year would be shipwrecked, a num ber of valuable laws would remain unenacted, an cuor muus quantity of piirate business, involving the most important pecuniary interests, would remain undone, ami the ses.-iou would be absoibrd in the fruitless attempt to overtake the time so needle-sly cast away. No such r« - .- u ts need I e apprehended, at least io anything like the same extent, front the abstraction of two months from the session of the American Congress. Instead ot having to transact the whole business ot an empire, the Ameri can Cone re s i- limited to c Tlain functions delegated to it by the sovereign States whose union it repr. -ents, and these functions are neither very numerous nor very com plicated. It may be thought that Congress has an im mense deal to do to regulate the ti[lance ol a great and industrious people, and in solving the numerous prob lems of legi-laiiuu which bailie timid statesmen of old communities tummeiled by inveterate tradi tions, and lorded over bv monarchies and aristocra cy s. No mistake can be more complete, h takes a vast deal of oratory to spin out the session and to (ill up the requisite period allotted to deliberations by which nothing i- decided. The Assembly, at least, which has no executive duties to perform, leuds a tolerably easy life until in the last week or two, and under the stilling heat of a Washington rummer it hurries through, in an almost continuous Session, the work that should properly have been spread over many mouths. The fact is, the Federal Legislature does not enjoy in America aurthiug like the importance, nor doe it exercise the influence ol the Ktieli.sh Parliament. The void which it would create were it to disappear altogether is one that it w ould be by no means possible to till up. \\ hence arises this remar kable difference ? Partly, as we have shown, from the more restricted jurisdiction of Congress, hut partly al-n from its different relation towards the head atni members of the Executive Government. In England'he Executive springs out of ami forms a pat t of the Parliament, and tlie legislative and administrative function- are so happi ly blended together that each gives strength and consideration to the other. The Executive is re spected not only for the functions it jicrlorms, hut be cause without possessing the confidence of Parliament it could not become or continue the Executive, aud the Le gislature derives additional strength from the tact that it not only makes the laws but exercises a complete control over tlio-e who are to administer them. Thus each in turn assists the other, aud the Executive and Legislature, acting in harmony with each other, mid mutually depen dent, are far stonger than they would he if they disehar ged their several functions without concert and intimate relation. Hut in America the ease is entirely different. There the Executive Government derives it origin from one direct popular vote, and Congress derives it* origin from auolher popular vote. Neither has any obligation to eon.-ult the wishes, because neither depends upon the support of the o'lter. They are co-ordinate powers, aud may, aud generally do, exercise their fuuctions each without rctcicncc to tiie other. Ilen:e it hap|ietH that, instead of strenghtheuiug each other, they are in turn causes of weakness, that the Executive is feeble for want of sanction of the Legislature, aud the Legislature inert for want of the direction and siitnnlous allot vied by the Executive. The sujicriority of the English form of government is so obvious, and the inconvenience of an Executive Gov ernment w hich, as often happen* in America, is in a ini noriiv in the two House* of Legislature is so glaring,that our colonies have uot hesitated one and all to prefer the English to the American system. They have adopted res pot slide government by acclamation, and are at pres ent in its full eijoymciit. Their experience, however, suggests the gravest doubts whether they will be able to retain the principle »o eagerly caught at of the direct responsibility of the executive to tfie Legisl iture. The syst’tu lias proved not so easy to work as it appealed at first, aud has given us not a little reason to admire the fore-thought and prudence of the men who framed the American Constitution. American etalemen siw that, though the English system might be the best, it was one that could not be engrafted on a Constitution thoroughly democratic. The Legislature which is to be entrusted with the delicat task ol making and unmaking the Eiec utive Government, while abstaining front the ruinous ertor of usurping executive functions iuto its own hands, must be composed of men superior to tiie momentary influences which a way an unbridled democracy, and ca pable of the habitual exercise of moderation and fore thought. Such a body cannot spring from equal electors' districts and universal suffrage, where the voice ol the ut,instructed may overpower the opinion of the educated few. There was, therefore, no cnoice for America hut to inve-t the Administration by positive law with the durability which it was vain to hope from tiie prudence and model alion of a Legislature so constituted, and it Ainoiici li i- thus lost the advantage of an Executive in harmony w ith the feelings of the la g -lature, she lias, at any rate, avoided the evils of perpetual ehange. The Cincinnati (Ja retie, giving the particulars of the cata-trophe at St. Xavier's Church, already reported by telegraph, says : “flu- Church lias lately been undergoing demolition, preparatory to the erection of a new and more commo dious one. und is at the present time more than half torn #wav. Some thirty or forty laborers, rnosMy Irish, were engaged in the process of raxing, thirteen ol whom at the time ol the accideut were at work on one ol the northern walls, arranging to tumble it down, but of a sudden it totteted, and without a moment’s warning to the unfor tunate workmen it fell inwardly, burying all of the thir teen beneath the ruins. The news of the sad calamity, so unusual and so terrible in its d-tuils, spread through the length and breadth of our city like wildfire,and scarce a half hour had elapsed before there was drawn to the spot fully fifteen thousand spectators. Huudreds of peo ple with picks and spades lent their might, and quickly the bodies of the men were exhumed, exhibiting in their mangled appearance a most horrible and revolting spec tacle. Brains, pieces of skull, Ac., were scattered about here and there, and the bodies generally Avere so mashed und disfigured as to preclude immediate identification. The bodies were removed fast as the work of disinter ring proceeded, to a subterranean apartment of the St. Xaviei’s school, a building adjoining. The first one taken from out the crumbling mass of brick and mortar was identified by a woman close at hand as being that of her husband.
