Chari kston. May 1st.—The Southern delegates who
had withdrawn from the Convention met last night at
St. Andrew's Hall. The budding was thronged to its ut
most capacity.
Mr. Yancey moved that Mr. Bayard, of Deleware, be
invited to take the chair. Mr. B., asked to be excused
I on account of physical disability.
Mr. John C. Preston, of South Carolina, was then i’al
| led to preside, lie addressed the Convention—declaring
j tha', he con-i lere.l this a great occasiou, a movement of
the constitutional lovers ol the I mot*. We are here he
said, to preserve oar rights aud redress our wrongs.
M ■. 1 ancey, of Alabama, said they had been sent to
the N ttioual Convention as delegates aud that their
| mis-ion h id been fulfilled. Thev had retired and now
I -tood in the attitude of private citizens. That Couven
| tioti was non a mere stctioual gathtriug. Should Ek>u
glas be nominated, it would then become their duty to
I' present or recoumieud to the people of the l iuted
Slate , candidates for the President’v and Vice Presiden
| cy, ou a National constitutional basis, and, theiefore, a
. Southern baris. No action should be taken by the se
ceding delegates until the proper time.
Mr. Bayard, ol Delaware, said he did not regard the
! influence tha overruled ptiuciple in the Convention, so
j much the spirit of Black Republicanism, as a thirst for
pow er and plunder. He was severe ou the New York del
egation, who,he said, had turned their backs on th*South.
He trusted th■» other Southern States would withdraw,and
| v id that the conv-eutiou would be utterly dissolved. He did
not consider that secederg had power to make a regular
nomination, but lie would recommend, if it shout 1 be
found necessary, that they should unite in a recommen
dation of suitable candidates for the two offices to be
filled, and would put forth a written address to their con
stituents.
Mr. Matthews, of Louisiana, in behalf his delegation,
thought there should be uo action until they see whether,
instead of eight States, they do not to-morrow number
| fifteen, and, pet Imps, seventeen. They should wait to
hear Irom those States that asked for au adjournment
last evening iu order to have an opportunity of cotsuit
ing as to the course they should pursue.
T e States were then called. When New York was
| called. Dr. Skinner, of the Wood dclegatiou.said he came
here to attend a National Convention, aud had been kept
| ’’sitting out iu the cold” for eight days—the delegation
to w Inch he belonged having been ousted from their scats
by fraud. He bad no doubt that Mayor Wood would
have been present, if he had known of the meeting.
Delaware and other States were then called. Mi.
I Ke*d. of S. C., said he was satisfied that Georgia would
be with them before to-moirow night, aud he hoped
every Southern State.
Mr. Lamar, of Georgia, responded forh:s Stvte by sav
| mg he believed a large majority ol the delegation would
| enrol their uaiues before morniug.
At this stage of proceedings an adjournment was made
to City Hall, where Mr. Yancey and others nddros’d a
large meeting.
LITER.
The seceding Southern delegates hare appointed a
i Committee ou Organization. They are to meet at noon
j to-day, when their organization will be perfected.
The Douglas men profess themselves perfectly satisfied
wiih the turns alfiirs have taken. They declare that the
-eceders do not represent popular seutiment in their
States.
