f Charleston, Not. IS —The Mercury say* the Mayor
baa issued a proclamation preventing steerage paesengers
from lauding at Charleston, unless the ship* or El* auiers
' enter Into bonde to maintain them in caw they become
I encumbrances.
\ Colchnia, Not. 15.—On Wednesday night there was
i a grand torch-light parade of *>00 Minute Men, military,
and Bremen. Mr. Orr addressed them, and espoused
j the cause of Secession. Mr. keitt and others made aim
> ilar speeches.
] Alasama.—The Gorernor will issue a call for a con
I Ten lion ou the Olh of Decemoer, urging the people to
[ prepare for secession.
' At MiUedgtTtlle, to-day, the leading men of all parties
i held a conference and unanimously agreed upon a con
vention. They recommend reeistence, the time and
! mode to be settled by a convention. Good feeling pre
vails.
The Senate bad considerable discussion which resulted
in a moiiou referring the tniUiou appropriation lor aruia
and munition to the finance committee.
The bill provides that the money be subjected to the
control of the Governor. Many Senators objected to
placing the sword and purse in the same bands, and the
proposed reference failed. The bill will proceed in the
regular order and will pass.
A bill was introduced suspending the collection of
; debts till l«t»l.
A resolution was introduced giving power to the Gov
ernor in caw of federal coercion on a seceding State to
employ the effectual military foroea of Georgia to resist
coercion. The resolution will pass.
Mr. Toombs made a powerful secession speech on Wed
nesday night. Mr. Barton, of Savannah, followed, urg
ing the establishment of a Southern Confederacy with
sovereignty in the federal power; Stale lines to be ob
literated.
The Charleston Mercury contains a dispatch from the
reporters ot the I’biladtlphia Enquirer denying haring
sent any such Fort Moultrie dispalchas appeared in their

nian, has been ordered to tit out tor the home squad

Sens or Hammond has written a letter here, to hare
his personal effects sent to South Carolina. This is be
lieved to indicate an inteutian not lo return to the Sen
are this winter.
