m ike the change. While it is true that ths semi-weekly
con am* “the cream" of the matter appearing in the
daily, yst it is impossible topffblish in the former nil the
interesting article* appearing in lha three issue* of the
daily; and, thus the subscriber to tbe rami-weekly oc
casionally loses some article, report, or statement which
would hare interested him. The subscription price of
the deily is only $b per annum, being #ii more than the
semi-weekly, aud tbe subscriber recciec* orer Xt>» issues
during the year, or three times as many as the subscriber
to the semi-weekly. The feet that at many other* in the
State, three, and sometime* six papers, would be received
at oooa, owing to the schedule*, or irregularities, of the
portal service, constitute* no objection to the change,
when the sohrenber in the head of a family, as tbe bud
ge t could be distributed among tbe members of tbe
family, and thus affo d each of them, the satislactior of
reading the “latest news." W* are now about to enter
upon “stirring umss." The Legislature will soon he in ses
sion, and mon-eutous events are to transpire, ere long, in
which every Virginian will be deeply in crested. Let all
endeavor to apprise themselves fully of the movrmcuu
iu Congress, and throughout th# country. It is not to
our pecuniary advantage to extend the circulation of
our daily issue, by curtailing that of tbe semi-weekly,
but in time* like these, we would say to our friends—take
th* Ltuiy.

of the Slate.

Wasbibsiob, Dec. 20.—Sewa/e.—Mr. Morrill’* tariff
bill was tabled.
Mr. Clark's resolution enquiring into the condition of
Fort Moultrie as a garrisoa, etc., was brought up.
Mr. Hiiuter said the discussion of this question might
lead to a presentation of facta that would resalt in a con
flict between the troops and the people of South Caroli
na, and thus precipitate results which all were anxious to
avoid.
Mr. Mason said that it would be but a few days before
even's would take piure which would euable Congress to
act n the face ot open facts, aud he thought that action
should he delayed until then.
Mr. Davis opposed the resolution, and it was laid
over.
Mr. Slidell,on the question of privilege, said he had as
certained that the despatch referred to yesterday, did
not come from the agent ol the associated press at Wash
ington, but as agents were scattered over various parts
of the country »nd were a ui it, lie would introduce a
resolution expelling the reporter ft on the Senate galiery
and would call it up at the eud of four days.
Mr. Johuson’s resolutions were taken up.
Mr Pugh replied to Mr. Wade's previous speech. He
said he stood up boldly iu defence of Northern Democ
racy. The animus of Republican* was to denounce all
as trators who disagreed with them. He recited the ab
surdities tnd outrages of the Republicans, averted to the
fact that uo Northern Senator had signified his approval
of Mr. Critlcudeu's proposition to incorporate the Mis
souri Compromise with the Constitution. He urged them
to give peace to the country by a conciliatory proposi
tion.
Mr. Wade said, the want of security for good beha
vior.
Mr. Pugh resumed. Mr. Wade had said the day for
compromise had past, then I say the d<y of I'niou has
past, for the Constitution was a compromise. He be
sought the Republicans to adopt Mr. Crittenden's com
promise. The times were pi rlous. The telegraph might
auy moment announce that a State had withdrawn, aud
all knew th it five others were arranging preliminaries to
follow. Beueath the federal structure was a hidden giant
which, uow showed signs of rnotiou. His voice was storm,
his tuuvemcut earthquake.
Mr Pugh refuted Mr .lohnsou's argument that it was
the duty ol the government to coerce a seceding State.
It was a matter of discretion only. 11c eloquently de
picted the horrors of civil war. He said be would retire
trom the Seuate tl he thought the sentiments of the pco
ple of Ohio were truly represented by Mr. Wade, aud
concluded with a touching picture of the invisible hand
on the walls of the Capitol with the words weighed iu a
balance aud found wanting. The Chair announced the
following committee ou the resolution ol Mr. Powell that
a part of the President’s mtssage lie referred to a com
mittee of thirteen:—Ml ssrs. PoWvll, of Ky.; Hunter, of
Va; Crittenden, i t Ivy ; Seward, of N. V ; Toombs, ol
ti.a.; Douglas, of 111; i’ollamur, of Va.; Wade, of Ohio;
Bigler, of Pa : Rice, ol Miuuesota, Doolittle, of VVis.,and
lliven, of Missouri.
Mr. Davis asked to be excused, which was granted.

and Ohio Ra lroad over the Potomac was debated uud
