A bill for the benefit of Townsend Harris, on account of extraordinary expenses in Japan, was passed. The House refused to entertain a proposition to priut a Urge edi ion of the report on the Indian Trust embez zlement. The Postal bill was taken up and amended by restor ing the inland service, suspended since 1858. The bill then passed. The report of the Committee oi Thirty-tbrec was ta ken up. Mr. Yatidever argued against the right of seecston. Mr. Dviarnette contended that Northern society is a failure, but that in the new Confederacy there will be no elements oi discord. Capital and labor will work in beautiful accord and harmony. The Speaker slated that he bad received a communi cation relative to the purchase of vessels for the Provi sional Government. It was referred. Mr Fearn presented a letter relative to a new prrjec tile which had the approval of scientific and mJitarv men. It was referred to the proper committee. An official copv ol the Te\is ordinance of socefs’on, with the credentials of the delegates from lhat Slate, was p esented. Only oue delegate presented himself. Ob jection was made to his admission, ou the ground that the ordinance had yet to be acted on by the peop'e of the Stite. The delegate i Mr Gre ggi was invited to take a seat in the body. His credentials were referred to a committee, and the Congress theu went iuto secret ses sion, during which au act was passed, from which, by rest - lution, the seal of secrecy was removed.
