WaMnxuroK, March 18.—Mr. Bright presetted the joint rewolutoo of the Indiana Legislature, urging Con gress to call a Convention of all the States for lha pur ple- of amending the Federal Constitution. The resolution of Mr. Douglas, calling on the Presi dent for informatiou of his purpose* relative to tbe forts, arsenal*. A:., in the receded States, was taken up, and discussed by Mr. Breckinridge in its favor, and Mr. Bale in opposition. Mr. Breckinridge said that the President, in his Inau gural, used general terms of conciliation, hut it became them to inquire what kind of peace they were to have, and on wbat terms it cou>d he maintained. He feared that the policy which tbe President deemed it necessary to p irsue must result in bloodshed. He read from the Inaugural to show that be proposes to hold the forts aud other property in the Coufede ate States, and to extend bis power. A modification of this police would occur only from the inabili’y of the President to execute it— Tae Administration should ddress themselves to the is S'U. The only mode on earth to avoid a collision is tor them, with or without the advice of tbe Senate, to re move the troops from within tbe bord rs of the sc csded Sl.ite*. It will bo a bold act, but tbe act of a p ’riot and statesman, one which all good men will jus iifv aud applaud, and which will be heralded from one end of the country to the o’ber as the truest p>licy.
