THE SENATE IN EXTRA SESSION.
WaMnxuroK, March 18.—Mr. Bright presetted the
joint rewolutoo of the Indiana Legislature, urging Con
gress to call a Convention of all the States for lha pur
ple- of amending the Federal Constitution.
The resolution of Mr. Douglas, calling on the Presi
dent for informatiou of his purpose* relative to tbe forts,
arsenal*. A:., in the receded States, was taken up, and
discussed by Mr. Breckinridge in its favor, and Mr. Bale
in opposition.
Mr. Breckinridge said that the President, in his Inau
gural, used general terms of conciliation, hut it became
them to inquire what kind of peace they were to have,
and on wbat terms it cou>d he maintained. He feared
that the policy which tbe President deemed it necessary
to p irsue must result in bloodshed. He read from the
Inaugural to show that be proposes to hold the forts aud
other property in the Coufede ate States, and to extend
bis power. A modification of this police would occur
only from the inabili’y of the President to execute it—
Tae Administration should ddress themselves to the is
S'U. The only mode on earth to avoid a collision is tor
them, with or without the advice of tbe Senate, to re
move the troops from within tbe bord rs of the sc
csded Sl.ite*. It will bo a bold act, but tbe act of a
p ’riot and statesman, one which all good men will jus
iifv aud applaud, and which will be heralded from one
end of the country to the o’ber as the truest p>licy. If
tbe Prescient should take this step, while some may
brand tin as false and faltering, tbe majority will de
clare him to tie a patriot who r,fused to bring on hi*
country the calamities of civil war.
Mr. B. said, in conclusion, that the Border States
would have their rights, or Kentucky would turn her fa e
towards her Southern sisters.
The Senate then went into Executive session.

The Principal will be aided, as heretofore, by a well selected
corps of Assistants, who, with their ability and experience, cannot
fail to give satisfaction
The Hoarding Department will be under the management of Mr,
and Mi s. Dupay. assisted by Mrs. Mary R. Cassets, fom erly of Sa
vannah. They alone will reside In the Seminary with (he young
ladles, and will exercise a rarmtal care and control over those
committed to their charge.
The success which has attended this effort to establish In the city
of Richmond a Female Seminary of the first class has encouraged
the Principal to provide more ample accommodations for the next
svsslon. The buildings are now being enlarged, and Important
modifications will be made In them, which will add greatly to their
eonver 'eoce and comfort. The lodging rooms are large and well
ventilated, and not more than from two to four boarders will occu
py one room. The Recitation Rooms will be well arranged for the
