To retraou such a step is dilli i cult—but now is the time to do it if it,is ever to f e done, i The masses of the people have been set to work a com plicated and dangerous machine, whien only skillful hands cau manage—and, as might Lave been expected, « they have mangled and cut themselves to pieces. Like the wore' ippors of Juggernaut, they are sacrificing 1 themed re* on the altar of a false dtmocracy. Their wiee men arc invoked to come to their relief—and they should come. The rearon is propitious. At such a time the sou's of men expand beyond their ordinary dimen sions. The peril of the country elevates the afTections of the people and purifies ttero. Their at'eution is drawn away from tbo minor subjects of controversy that attract them iu time of peace. The peatimentef the sublime aroused by war gives rise to the kindred con ceptions attd impuleen of patriotism. The vulgar preju dices of party are silent amidst the ccnctuoion of arms The lew and sordid feelings which would rise up at other times, ou the suggestion of constitutional charges in derogation of popular franchise, now, s.ruck with a sense of universal danger, crouch at the feet of reason. The humble elements of the State feel cow—a«i the) should always feel—that the wisdom and virtue of the country fhould rule it. Under a sense of public necessity, the people are once more willing to tear counsel. It is not wise or safe to invert the thriftless nod idle with the power to dis pone of tho property of the industrious and frugal. Such i* n<» i.-v strike- at the very foundation of society. By a law cf society that class must multiply until it attains to a great and controlling majority; and when that point is reached, there must ho a failure of social justice, until the evil is remedied by revolution. It would certainly be wise to consider this tendency—aud, if possible, to neutralize it bv permanent constitutional h gi.-latioii, while the pow er is still in the bauds ut thouC whoaru in danger. But certaiuly it would be greatly to the advantage of a party to pul a constitutional barrier between itself and an enemy. The Constitution won! J be a barrier against agrarianism as long at it would last—and would require a revolution to over throw it. And whenever a revolution shall break out, from such a cause, then a strong government will be sure t ■ arise—baaed upon a combination of intellect and pro perty. If this is true, it becomes a question of profound in. tertst, bow the suffrage of the people c-tit be so regulated a-1 to avoid tho evil that has been suggested. The regulation of suit! age, accordit g to a principle other than mere numerical strengdi, is not entirely new in th> Commonwealth of Virginia.
