Mr. Male, ot Now Hampshire said, ui relation lo the remarks ol the Senator from Maine, (Mr. Morrll,) that it this uu mortal whs not received it would be the first lime ever such a thing occurred—that it was the duty of the Senate to receive the petition, although it was obnoxious. Calhoun bad asserted on that occasion that it was due to the dignity of a sovereign State that the me morial should be received, and it was received. Me did not, he said, stand here to apologue lor ot defend the State of Maryland; that the Seualor Irout Maryland was more capable of doing so than he himself was, but he was there to speak lor the right of petition. Me wished the Legislature to speak what they enlertaiucd. Let it be designated as instil or otherwise, he udtuired their spirit ol indepeudeuee. If they did not utter their hon est thoughts, they wuuld be slaves. Me was grateful to tear any State speak fearlessly the opinion which it held. This petition, he said, was more acceptable thau uue responsibility. Mr. Bayard, in a few pertinent remarks, defend'd the right of pelitiou, aud hoped tbe Senate would order it to be printed. Mr Pearce, of Maryland, Said be bad received the me morial two days ago, and was unable to offer it because of indisposition. Tbe people of Maryland, he said, did cot cousider the tiguature of tho Governor of any mo meu", that a bid paining both Hou-es became a law with out bis signature. That tbe Legislature intended to in sult the Senate, was a misconception; but that the Sen ate, by relusiag to rcoelve tbe memorial, would insult tbe State of Maryland; the insult waa entirely tbe other war, and that such insults could uot be continued with Impunity; they would naturally SiTer th; union wb ch uow exists between Maryland aud the other Federal States. It was immaleiial to him whether the Sena e ac r ep'ed the hill or uot—it was still the sentiment of the Legislature of Maryland. Mr. Howe, of Wircousio, objeclt d to the. memorial being printed, upon tbe ground* set forth by Mr. Mor rill. Mr. Bayard, of DeL, replied, arguing tbe justice ol the proposition to print Mr. Fessenden fsvored tbe proposition to print, and said, in extenuation, that they bad no prioedent of a re fuaal to do so. Upon tbe vote being taken by acclamation, there wtt a large majority in favor of accepting and printing th« memorial. Mr King, of N. Y., submitted a resolution that the Secretary of War be empowered to pay the troopt monthly when practicable, expressing a desire not tt trammel the actiou of the Department by tbe iuterven tion of any law.
