According to appointment, a delegation of colored pastors waited upon the President at 2 o’clock on Thursday, and were received in his usual urbane manner. The Rev. Dr. Turney introduced the delegation in a brief address, in the course of w hich he said : it is hut natural that they should desire, In behalf of themselves and of those whom they shall labor, a position equally favorablo to that of others for the enjoyment of these lacilities and ot all others which pertain to the rights and privileges of a common man bond. They wish me to say to you, sir, that, if the Government will “deal truly’’ with the colored people of these States, it will, for all the purpeses for which the nation ex ists, bind them to itself as with a three-fold cord that is not easily broken. THE PRESIDENT’S REPLY. In response to what you have said on this occasion as the representative and organ ot those colored men who stand about you, 1 presume it is hardly necessary for me to In fjrm them of as to what my course has been iu reference to tneir condition. 1 imagine there is not a colored man within the reach vf information hut has to some extent been inlonncd upon, aud placed in possession of a knowledge of the course 1 have pursued in the past iu relerence tJtbtlr present con ditio!. Now I shall talk to them plainly. They know I have been born and raised in a slave State; that 1 have owned slaves, raised slaves, but I never sold one. They kuow, I presume, that my slaves have been made tree, and that there is a ditleience in the responsibility that persons have taken in reference to emancipation when living in or out of slave States. It is very easy tor a man who lives beyond the borders to talk about the condition oi color ed men, when in fact they know little about it. They know, too, there are men who, though they have beeu masters, yet (eel as deep an interest in and regard for them, and would do as much for their elevation and amelioration as those who live anywhere else. 1 feel it would be unnecessary for me to state what 1 have done in this great cause of emancipation. 1 have ttood in their midst, met their taunts and jeers, and risk ed all In the s'.ape of property, life, aud limb—not that I would cisim anything to myself in establishing, sustaining, Hnd car rying out the great principle that man could not own property In mau. 1 was the first that stood in a slave community aud an nounced the great fact that the slaves of Tennessee were free upon the same princi ple as those were who assumed to own them. 1 know it is easy to talk and proclaim sen timents upou paper, but it is one tbing to have theories and another to reduce them to practice ; and i must say here, what 1 have no doubt is permanently fixed in your minds, and the impression deep, that there is one thing you ought to teacu, and they should understand, that in a transition state, passing from bond to free, when the tyrant’s rod has been bent and the yoke broken, we find too many—it is best to talk plain—there are, I say, too many in this transition state, passing from bondage to freedom, who feel as if they should have nothing to do, and tall back upon thediovernraent for support; too many inclined to become loafers aud de pend upon the Government to take care of them. They seem to think that with free dom everything they need is to come like manna from Heaven. Now, I want to Impress this upon your minds that freedom simply means liberty to work and enjoy the product of your own hands. This is the correct definition of freedom, in the most extensive sense of the term. There is another tiling; and I have been surprised that people beyond the lines have not pressed upon you this important idea. It is easy in Congress and from the pulpit North ami South to talk about polygamy and Brigham YouDg, and debauchery of various kinds, but there is also one great fact, that four millions of people lived in open and notorious concubinage. The time has come when you must correct this thing. You know what 1 say is true, and yon must do something to correct it by example as well as by words aud professions. It is not necessary for me to give you any assurance ot what toy luluro course will I e in relercnce to your couditiou. Now, when the ordeal is passed, there can he no reason to think that 1 shall turn back in the great cause in which 1 have sacritlced much, aud perilled all. I cau give you no assurance worth more than my course heretofore, aud 1 shall con tinue to do all that I can for the elevation and amelioration of your condition; aud I trust in God the time may soon come wheu you shall be gathered together, in a clime and couutry suited to you, should it be found that the two races cannot get along together. I trust God will continue to coodnct us till the great end shall be accomplished, and tbe work reach its great consummation. Accept my thaoks tor this manifestation of your respect and regard. MR. BOTTS’ HISTORY OF THE SKCES SION MOVEMENT. The Richmond correspondent of the New York Tribune in his letter of the 8th instant, says: Every one is anxiously awaiting the ad vent ol tha new State Government and the resumption of law in the Old Dominion.— The hope is very generally expressed that John Minor Botts may be called upon to act in some capacity in establishing the new status, and nis once Hpurucd aud disregarded counsel, will, it is believed, go very far to ward harinon zing the le -lings of tneperple. And while speaking of the book, an Incident in connection with it will not be inappropriate: Prior t > the second arrest of Mr. B. by tbe Rebel authorities here, he had taken the precaution to deposit bis manuscript of the book in tbe hands of a Unionist of the city. When arrested at midnight, his pri vate papers, with the exception of tbe MS., were seized and himself hurried away to prison. On the day subsequent he wts vis. tted by an officer of the prison, who dedred to know whether he had concealed any doc. menr.r previous to his arrest.
